The Study On The Application Of Provisional Regulations On The Registration Rules For The Implementation

Land registration system as an important part of the land legal system is significance to implementation of the national land policy,strengthen the cadastral management,determine the ownership of land and protect land transactions,levy land tax.Ministry of Land and Resources of the People's Republic of China in March 1,2015 promulgated the "Provisional Regulations on Real Estate Registration" provides the basic principles for real estate the registration procedure and the main system in the framework,which is an important step that improve and perfect the system of real estate registration system in China.However,"Provisional Regulations is much more principle and macro,refined things will be needed more in the real estate registration practice.So," Provisional Regulations on the Registration Rules for the Implementation " in January 1,2016 was officially promulgated." It is on the basis of regulating the land registration.made detailed provisions of each process in the registration.However,how to interpret the detailed rules for the implementation and make it possible to be improved and landed is particularly important.Therefore,studying the "real follow-up operation of Provisional Regulations on the registration rules for the implementation and formation effective solution will be important both in practical and theoretical.Therefore,I focused on the analysis of the implementing regulations itself,combined with the possible problems required to carry out the operation process of the subsequent convergence and the future landing registration process,taking the relations and cohesion between " Provisional Regulations on real estate registration > and < real estate registration Provisional Regulations as the start point,finally put forward my own proposals for the development of unified real estate registration of the country.This paper is based on large quantities of theoretical researches and practical investigation reports,forecasts and predicts the future operation problems of the detailed rules for the implementation to ensure the innovative content.
