Study On The Setting Mode Of Agency Of Township Construction Management In New Suburban Area Of Wuhan

Under the background of building a new type of urbanization,the six New Suburban Area of Wuhan are the key planning targets for the new urbanization.There has more new tasks in the township construction management and need a more comprehensive township construction management agencies to insure the implementation of township construction management.At present,the setting mode of township construction management institutions in New Suburban Area of Wuhan has encountered many problems.On the one hand the reform model "money to support things" in Hubei Province existed many problems,on the other hand,the township construction management reform process in Wuhan of produces many problems,although the reform has achieved some success in recent years.However,these outstanding problems have seriously hampered the development of township construction and management of New Suburban Area,which hindered the development of township construction and needs to be solved urgently.Based on the theory of new public service,public service marketization and government purchase,the actual demand of township construction and management in New Suburban Area of Wuhan,this paper investigates the setting of township construction management institution of six New Suburban Area of Wuhan and sums up three models and characteristics of the current New Suburban Area township construction management agencies.In order to solve the problems such as confusion and implementation of the establishment of the administrative structure,the lack of responsibility,the imbalance of duties and responsibilities,the smooth operation and the staffing of the establishment in the current construction management organization,analysis the reasons for the establishment of the construction management agencies: the lack of "linkage mechanism";the important participants missing,the imperfect of feedback mechanism;the unreasonable using of market mechanisms.This paper reference the township construction management reform case in Hubei Province around and optimize the mode of township construction management agencies in New Suburban Area of Wuhan.First of all,the organization set a clear goal and combined guidance of the Wuhan urban and rural Construction Committee to clarify the township construction management functions;Second,the division of functions to set the specific construction management agencies,and straighten out the relationship between the operation;Second,set the specific construction management agencies by the division of functions,and straighten out the relationship between the operation;Finally,optimize the mode of the "construction management office + service center" of the township construction management agencies.This model continues the "money to support things" model to introduce the reform of the market mechanism of thinking,but removed the previous "money to support things" which is not a thorough part of the reform,especially the useless market mechanisms.Emphasizing the use of market-oriented inthe field of township construction and management of public services,make full use of the role of competition mechanism.In addition,combined with the central authorities on strengthening the township government service capacity building advice,this paper also puts forward many suggestions on the mode of setting up township construction management institutions in New Suburban Area of Wuhan: Strengthen the supervision of the implementation of the organization;The district government to give support to expand the township construction management services management authority;The establishment of township construction and management of public service diversified supply mechanism;Expand the scope of the purchase of construction management services and other recommendations.Finally,it can be pointed out that the research of this paper is carried out on the basis of theory and practice.It has realistic and guiding significance.Focus on the future,the township construction management institution still needs continues improvement constantly.
