With the further development of socialist market economy,many public institutions are facing a full-scale transformation.If the organization want to cope with the market pressure and challenges successfully after reform,public institutions should change values and the concept of management.As we all know,the key elements of reform is the management of human resources,so it is very important to establish a set of human resource management system which is m atched with the public ins titutions after reform.As an i mportant part of human resource management.The effective incentive mechanism plays an important role in updating the concept of staff and cohesiving force.Based on the above background and reasons,this paper analyzes and studies th e human resources incentive system and puts forward optimization suggestions after the public institution reform.So it can provide some reference for the management of the institutions that have been reformed or reformed.This paper mainly uses the method of combining theory with practice.Based on the background of M research ins titute,the incentive m echanism for hum an resources m anagement is systematically studied and optim ized.Thus,it can provide som e reference for the management of the institutions that have been re formed or reformed.First of all,this paper introduces the background,purpose and signi ficance of the thesis,and expounds the domestic and foreign research view points and achievements on related hum an resources.Secondly,on the basis of a brief introduction to the relevant theories of hum an resources,this paper expounds the background,the exis ting problems and the form s of the public institutions reformation in China.Finally,in order to achieve better research results,in this paper,we take the M Research Institute as an example.In the case,this paper introduces the M Research Institute's background,functions,reasons of restructuring and reform details.By means of questionnaire,the paper summarized the main problems of the incentive system after reformation according to the question naire results,such as incentiv e imbalance,equalitarianism,bureaucracy and so on.Then this paper analyzes the causes of the problems from the aspects of salary incentive,performance appraisal,professional competition,talent selection and so on.On the basis of this,the paper puts forward the design ideas of the incentive mechanism of the M Research Instit ute and the optim ization suggestions for its implementation.
