Through theoretical and case study, the author of this thesis deeply researched on the reform of organization structure and human resources management mode in the transformation from public institutions into enterprises in China.Public institutions, mainly engaged in social services, are socialist organizations with Chinese characteristics. Public institutions play a very important role in China’s socialist political and economic system. With the development of the society, market economy system construction is increasingly perfect. In such circumstances, public institutions now are in a more awkward position under the dual pressure of administrative management and market competition. Therefore, since March 2011, the CPC Central Committee and the State Council have deployed the classification of the reform of public institutions comprehensively. More than 1 million public institutions born in the planned economy are facing a new transformation and rebirth.It is a difficult transition process and derives a lot of transition problems. Among these problems, the most serious problem is the transition of organization structure and human resources management mode. The solve of this problem is one of the decisive factors during the process of transformation from public institutions into enterprises.In this thesis, the author adopted methods of literature research, questionnaire investigation and interview, through the summarizing of theories on management of non-profit organizations and human resources, made E, the periodical office, which has been transformed from a public institution into an enterprise, as a specific case, and took Shanghai Securities News’successful experience as reference, made a systematic study about the characteristics, causes, challenges and development proposals in the process of the reform of E’s organization structure and human resources management mode.Conclusion of the thesis:Take E, the periodical office, as an example, (1) after transforming from a public institution into an enterprise, the traditional bureaucracy organization structure cannot adapt to the organizational change of market and service market, and may become an important reason of being eliminated by the market; (2) the mode of organizational structure reform in media-institutions is proposed to be "process-focused organizational structure", thus the build of the presence in a market should be regarded as the primary business, whereas the editorial and administrative departments as the support departments; (3) the core of organizational structure reform is the reform of "human resource". As the only dynamic resource among the resources in the organizational structure, human resource must be optimized in the whole process of the transformation from public institutions into enterprises. The optimization mainly includes the thoroughgoing reform of employee compensation, performance, career development planning, and enterprise culture.
