Research On Poverty Alleviation Policies For Disabled Persons In Rural My Country From The Perspective Of Policy Tools (1994-2020)

Rural disabled persons belong to a large number of vulnerable groups in the special groups,with a high degree of poverty,difficulty in getting rid of poverty and a high probability of returning to poverty,making them a part of the impoverished groups with greater difficulty in supporting the poor population,and also the focus group of rural poverty alleviation work.China has always attached great importance to the poverty alleviation work for the disabled in rural areas,promulgated a series of policies,entered the new era,and also put forward a new concept of "targeted poverty alleviation" in poverty alleviation strategy.Based on the policy tool theory,this paper conducts a text analysis of the poverty alleviation policies for the disabled issued,which can provide a theoretical basis and decision-making reference for the consolidation of the successful achievements of poverty alleviation and the future rural revitalization and assistance for the disabled in rural areas.By collecting and sorting out the policy texts related to poverty alleviation policies for rural disabled people since the 1990 s,this paper summarized 56 effective policy samples at the national level,which span from 1994 to 2020.Firstly,this paper classified the types of policy tools according to the policy tool theory.On the basis of new policy tools of supply,demand and environment,social work participation policy tools were added to construct the dimension of basic policy tools,and social work objective dimension and evolution dimension were added to construct the three-dimensional analysis framework of "basic policy tool dimensional-social work objective dimensional-policy evolution dimension".Secondly,the three-dimensional analytical framework constructed is used to study the text content of poverty alleviation policies for the disabled in rural areas,and the relevant statistical data are displayed in the form of graphs,so as to interpret the content of poverty alleviation policies for the disabled in rural areas and explore the connotation behind the text of the policies.Finally,according to the research results,the corresponding countermeasures and suggestions are put forward.The conclusions of this paper are as follows: the use of policy tools is gradually diversified;The goal has changed from promoting social justice to promoting development;Lack of social work engagement in the use of policy tools;Talent training and poverty alleviation innovation in demand-oriented policy tools are not used enough.Finally,based on the results of theoretical analysis and the actual situation and needs of rural disabled people's poverty alleviation,this paper puts forward policy suggestions: strengthen the participation of social work in rural disabled people's work;Innovate the mode of assisting the disabled;Optimizing the structure of policy tools;Rehabilitation work for disabled persons in rural areas will be further strengthened.
