Research On Operational Problems And Strategies Of Jinjiang Rural Community Public Service Center

Rural community is the basic unit and the grass-roots autonomous unit under the current political system and social governance system.Since the founding of new China in 1949,our rural community management system has gradually shifted its focus from "management-oriented" to "service-oriented".The emergence of rural community public service platform optimizes the rural basic public services and serves as a carrier to speed up the new rural construction under the new management mode.There are differences in rural community public service platform construction in different areas from the perspective of positioning,methods and levels.Meanwhile,there are also several shortages like incomplete supporting,loss of function,poor performance,which makes rural community public service platform still in exploring stage.In recent years,the establishment of the rural community public service center in all rural communities of Jinjiang plays a significant part in many aspects,like enhancing social management mode of Jinjiang rural community,improving the village-level office and workplace and strengthening service manpower,etc.Targeted at Jinjiang rural community public service center and guided by Resource Dependence Theory,this article makes a thorough research and analysis on existing resources problems which the rural community public service centers are confronted with,like manpower,finance resource,objects and events etc.This article takes approaches such as literature research,field investigation,questionnaire,interview and case analysis.By learning the rural community public service platform construction experience and practice form Zhucheng in Shandong Province,Baoshan District in Shanghai,Haidian District in Beijing,this article,focusing on four resources as manpower,financial resource,objects and service,puts forwards several suggestions and countermeasures for Jinjiang to run rural community public service center.For manpower,it is suggested to optimize the allocation of management personnel,strengthen service personnel and explore services mode of the social work.For finance resource,it is suggested to increase government financial investment,widen the path of collective economic development,and encourage the inflow of social market capital.For item resource,it is suggested to optimize policy support in facilities,strengthen the capital security of facilities and increase support of the public service and activity facilities.For service resources,it is suggested to identify service items,implement list mechanism and develop the rural community support service.All these suggestions can provide reference for improving construction of public service platform and enhance grassroots public services.
