Research On The Construction Of Rural Community Service Center

In recent years,great progress has been made in the construction of rural communities in China.Community service center is an important part of community construction,and also an important platform for social work.Social work involved in social governance is what we call service based governance.Social work institutions provide professional services for residents in the community through service.Rural community service centers play a role of "service governance" in community governance.Under the request of service oriented governance innovation,rural communities should strengthen the optimization and integration of public services.How to strengthen the functional integration of public services in rural communities under the guidance of the idea of service-oriented governance is the problem we need to solve.On the basis of the academic research,this paper first combed the development course of rural community construction from one to the service management,and expounded the origin of the development of the rural community service center from three aspects:the reform of the rural grass-roots governance system,the realistic demand of the equalization of public services,and the construction of the service-oriented government.Second,it introduces the characteristics of the rural community service center.From the object of service,it is comprehensive and welfare,from the nature of service it is the unity of endogenous and external,its service object has undergone a process from passivity to initiative,and the rural community service center should integrate the community resources to realize its service.From its institutional nature,it has the government nature and the nature of the service.The duality of folk nature.Third,the functions and requirements of the rural community service center are introduced.The rural community service center has the functions of social management,people’s livelihood construction and community participation.Rural community service centers should integrate community resources,provide public services,build social work teams and lead residents to participate in the work process.Finally,on the basis of the development,characteristics,functions and requirements of the rural community service center,this paper studies the construction of xiaoqiao community service center in xianning city of Hubei province.Under the function of serving the community service center,it analyzes the service efficiency and development limit of the heart in the xiaoqiao community service.The problems in the development of xiaoqiao community service center include the lack of long-term guarantee mechanism,too much intervention by the government to community service centers,the improvement of its service level and publicity,and the lack of understanding of the function orientation of the rural community service center.These problems in rural community service centers affect their service efficiency.Faced with these problems,we must reflect on the construction of the rural community service centers,and take effective measures to strengthen the functional integration of the rural community service centers.For example,from the external level,it is necessary to define the function of the rural community service center,and to strengthen the supervision and evaluation of the rural community service center.On the external level,we should strengthen the propaganda of the rural community service center,increase the construction of the social work team and change the operation mode of the rural community service center.From the system level,we should improve the education and training of the staff in the rural community service center,establish and improve the feedback mechanism of the service evaluation of the rural community service center,and strengthen the relevant legal system of the rural community service center.
