| "The 13th Five-Year Plan" clearly put forward to Promote "People-centered" new urbanization,and encourage those farmers who have the ability to work and live stably in town to transforme into citizens.Currently,the farmers’ citizenization lasted for a long time,and the scale is getting bigger,this makes the farmers’ citizenization face a series of problems,such as household registration,housing,public services,social insurance and other institutional reform,and the economic and non-economic cost incurred in the process of reform and development is the cost referred to in this article.Therefore,this article from the perspective of cost,according to the data(the data referred to in this paper are from China Statistical Yearbook,this ensures the authenticity and reliability of the data)of Hubei Province from 2001 to 2015 to calculate the cost of farmers’citizenization,then puting forward the idea of constructing the cost sharing mechanism of farmers’ citizenization,to promote the development of farmers’ citizenization more sustainable and reasonable,so as to promote the "people-centered" new urbanization to develop in condition and order.According to the existing research and the actual situation,the measurement index system of this paper is divided into two layers,first-level indicators are private and social costs;Under the first-level indicators set up second-level indicators,that the private costs include personal cost of living,personal opportunity costs,personal housing costs and other secondary indicators,social costs include secondary indicators such as social security costs,infrastructure costs and educational costs.Because the data span is large-taking into account the issue of inflation,the article introduces the GDP deflator,making the nominal GDP into real GDP,to eliminate the problem of unequal purchasing power of money due to inflation as much as possible,thus ensuring the relative scientificity of the measured results.According to the characteristics of the measured data,the author choose to use the moving average method to calculate,the results show that,from 2016 to 2020,the per capita cost of farmers’ citizenization in Hubei Province is 50829.9 yuan,52130.3 yuan,52559.4 yuan,51839.9 yuan,52176.5 yuan,by 2020 the total cost of farmers’ citizenization in Hubei Province is 911.52 billion yuan.From the measurement results,the cost of farmers’ citizenization is a huge amount,government,business or farmer,neither party can bear alone,Therefore,we must rationally divide the responsibility of the government,enterprises and farmers,to build a tripartite cooperation mechanism of cost-sharing about farmers’ citizenization.The government assumes the primary responsibility,such as advancing a series of institutional reforms,improving infrastructure and public services;Absorbing employment,providing financing platform,increasing the wages of farmers is the responsibility of enterprises;Farmers need to improve their own quality,and actively integrate into the city,assisting the government and enterprises to share the individual cost.Through constructing a multi-stakeholder shared mechanism to alleviate the huge pressure on the cost of farmers’ citizenization,And finally provide a reference for the effective solution to the problem of the cost and cost-sharing of farmers’ urbanization. |
