Basic-level Governments Social Contradictions And Disputes Resolution Mechanism Research

Basic-level governments are specific executors of public policies and public service providers whose management and service levels are directly related to the improvement of governments' abilities and the construction of harmonious society.Therefore,basic-level governments,which are sandwiched between superior governments' task management and diversified interest demand of different subjects,are more inclined to be involved in social contradictions and disputes and suffer massive difficulties in administrative actions.Therefore,to research and discuss efficient resolution mechanism of social contradictions and disputes of basic-level governments is conducive to theoretically understanding social contradictions and disputes that basic-level governments are facing and guiding basic-level governments how to solve or eliminate social contradictions and disputes.In this research,starting with theory of social contradictions,first of all,relevant concepts of social contradictions disputes are defined and social contradictions and disputes are classified into four categories: social contradictions and disputes among citizens,social contradictions and disputes between citizens and social organizations,social contradictions and disputes between citizens and basic-level governments and social contradictions and disputes between social organizations and basic-level governments.Secondly,it is pointed out that interest conflicts,blocked communication and low equalization degree of public service are main reasons for the generation of social contradictions and disputes.In this research,it is considered that social contradictions and disputes are inevitable social phenomena in the social development process,which cannot be thoroughly eliminated,but the negative influences of social contradictions and disputes should be reduced as much as possible and their positive function of being a social safety valve should be enhanced.Basic-level governments should utilized limited governable resources within a certain period and resort to proper social governance means to solve social contradictions and disputes,thus alleviating social turbulence and resource consumption caused by social contradictions and disputes as well as social development.In this thesis,the practice of basic-level government of Baiyunshan Town,Changshun County,Guizhou Province is studied and it is discovered that the government obtained certain achievements through completing systems.However,it is still facing some dilemmas such as imperfect working modes of government officials,deviated basic-level cadre assessment mode,severe dissymmetry between basic-government's government responsibility and limits of authority and unstable basic-level staff team.According to the author,the resolution of social contradictions and disputes involves multiple subjects,diversified cognitions of each subject of social contradictions and disputes,so basic-level governments are confronting with complicated situation.In order to solve social contradictions and disputes,following measures can be taken: Firstly,improveworking skills of basic-level government officials;secondly,improve working performance assessment of basic-level governments;thirdly,provide sufficient resources to basic-level government;fourthly;stabilize basic-level staff team.
