Research On Development Dilemma Of Urban Groups Entitled To Basic Living Allowances

Reform and opening up,our country has carried out the large-scale action aiding the poor and become the country with the largest poverty reduction in the world.To some extent,the system of urban subsistence allowances has full the shortage of traditional social relief system in our country.And solved the dilemmas of the majority of urban subsistence allowances.The system of urban subsistence allowances has played a positive role in maintaining social stability and harmony.In addition to the basic survival needs,urban residents entitled to basic living allowances are also facing many dilemmas,such as housing,medical treatment,employment and education etc.But at this stage,the system of urban subsistence allowances only has a general function as the last safety net.So it can't solve the developmental problem of urban residents entitled to basic living allowances.In this context,this paper uses the questionnaire to study the residents entitled to basic living allowances in the PD community,and use the method of structured interviews to visit the PD community staff,to carry out the studies of quantitative and qualitative on urban residents entitled to basic living allowances.The main contents of the paper are as follows: In the preface,the background and significance of the research questions are discussed first.Then,the literature review is carried out,and the shortcomings of the research are pointed out,and the innovation of the author is put forward.As the study is based on the dilemmas of the urban groups entitled to basic living allowances,it is also defined in this chapter to provide theoretical support for the follow-up analysis.In general,this part of the paper can be seen as the basic theory of the whole study.The second part is mainly for the empirical study of PD community in Handan.Investigating the PD community,this paper reflects the basic characteristics of the urban low-income groups and problems,such as,basic feature,family structure,economic status,health status and social condition.The third part,it summarizes and analyzes the development dilemma of five groups of urban subsistence allowances.The forth part mainly analyzes the causes of the development dilemma of the urban groups entitled to basic living allowances in unban.The rationale for the analysis is the theory of social exclusion,through analyzing the reasons of the development dilemma of the urban residents entitled to basic living allowances in urban,which provides a basis for the better formulation of the solution and the improvement of the living conditions of the urban residents entitled to basic living allowances in urban.The fifth part,focusing on the solutions of the urban residents entitled to basic living allowances groups out of the development dilemmas.And puts forward the corresponding suggestions and measures from the national system,the community work and individuals,which is conductive to social stability,development and long-term stability of the country.
