A Study Of The Causes And Measures On The Violent Resistance To The Urban Administrative And Law Enforcement

In 1996, the law on administrative published; the urban administration integrated law enforcement has become the main force across the country. There is no denying the fact that the urban administration integrated law enforcement has basically solved the long-standing problems such as administration cross, repeat law enforcement, etc. However, in recent years, the violent resistance occurred frequently, which has made a relatively great negative effect in the society. How to realize the reality of violent resistance in urban administration, explore a new thought of urban administration, break the law enforcement of dilemma, and has become a major issue in the urban administration integrated law enforcement.With the development of social economy, the urbanization process has been moving forward, which brings more serious test for urban management undoubtedly. Based on the intensive study on the situation of the D city's law-enforcement, problems are summarized as follows: violence resistance development fast and with more partners; law enforcement has diversified and in the majority with “disadvantaged groups”; lead to social tensions, reduce the efficiency of law enforcement; the lack of legal concepts of the subordinates, etc. Violent resistance will bring a lot of disadvantages such as law enforcement officers will lack of job security and affect their working enthusiasm, social conflict and mass incidents will also induced by violent resistance; undermine the government image; and it is not beneficial for socialism and constructing harmonious society, etc. In this research, the author used literature research method, cases analysis method and interviewing method, based on the current situation of target city's urban administration integrated law enforcement and aims at these reasons, this paper wants to find the corresponding measures for the solution of the violent resistance.This paper is divided into four parts: the first part is mainly the introduction, which introduces the paper's background and significance, research status, research ideas, related concepts and theories, difficult point and innovation points.In the second part introduces the D city's present situation of violent resistance, including the development of the city's urban management system and the status quo of the enforcement and the general situation and features.The third part analyzes the causes of the violent resistance. Mainly through the law enforcement environment, execute the law personnel; this paper analyzes the causes of these three aspects by managers.The forth part is the violence resistance governance in urban management countermeasures are put forward. Through creating a good law enforcement environment, pay attention to the law enforcement team quality, protect the legitimate rights and interests by managers, these three aspects put forward the solution.In the process of research, the author deeply recognize that the governance violence resistance is a long-term and systematic project, the external environment, internal management, contact with citizens, be short of one cannot. Hope this thesis bring enlightenment to the urban management, thereby reducing violence resistance, eliminate contradictory and make contributions to create a harmonious society.
