As the "brain"of the decision makers, the Think Tank plays an important role in suggesting for decision makers. The decision results related to whether the decision-making is scientific and effective. Because the development of international and domestic environment is increasingly complex, the kinds of crises and temporary problems are more changeable, and the risk is also increasing. Therefore, the Think Tank needs to continuously improve their rapid response ability, aiming to provide the most appropriate in the shortest possible time to hand the crisis. The age of big data is coming, and the new thinking of big data and advanced data processing technology have a strong impact to all areas of our country. The same to think tanks, it faces the opportunities of reform. Big data has been widely used in the field of business in China, while it's in the initial stage in the field of public administration, " Smart city "is a typical example of big data using in the field of public governance, which has been proved to be feasible in the field of public management. Therefore, this paper intends to introduce large data into the rapid response capability's building of the government decision-making advisory body.The first part is mainly about the background and significance of this research, the core concept of this paper, literature review, the research methods and theoretical tools.The second part mainly to straighten out the relationship between the data and the rapid response capability of Think Tank. I try to find the meeting point between the them from four aspects, and then sorting out how the big data influence the construction of the rapid reaction ability of Think Tank.The third part analyzes the necessity of using big data to improve the rapid response capability of the Think Tank, the era background of the international and domestic makes it absolutely necessary to use big data to enhance rapid response capability that large data makes the think tanks' work becomes complex and data fragmentation manufacturing resistance; and consider from technology, ideas and other conditions, using big data to improve the rapid response ability of the government decision-making advisory body is feasible.The fourth part mainly use the quantitative methods to analyze the current problem of the think tanks to improve the rapid response ability.The fifth part is based on the problem of the last chapter. In this part, the system theory is the main analysis framework, try to analyze from the two aspects of the problem including the rapid response ability of the think tanks itself and the external influence factor. And the external causes are the political environment, personnel composition, independence, and so on. The internal factors of the system include methods and techniques, and so on.In the fifth part, I takes the System Theory as the main analytical framework, I analyze the reasons of the problem based on the rapid reaction ability of the Think Tank itself and the external influence factors. The external reason mainly includes political environment, personnel composition, independence, and the internal factors comprise the research method, technology and so on.The sixth part mainly sum up the experience of The United States and German in the fields of building of the think tanks'rapid response capacity. Then I'll find out the enlightenment to us.In the view of the problems and influencing factors, in the last part I'll find out the measures from the external and the specific application of the system itself.
