Since 1950s, the international trade has been developing with leaps and bounds, and the global commodity circulation has been increasingly active. Developed countries have been seeking to develop remedial measures to prevent market failure and government failure in negative externalities; in other words, they have been using trade measures for environmental purposes. Developed countries hold that developing countries are dumping a large quantity of low-cost goods to them at the expense of ecological environment. With a view of eliminating the unfair competition and ensuring the security and health of human beings and animals and plants, developed countries insist to formulate related environmental regulations, technical standards and trade measures, including trade prohibition, eco-tariff, adjustment to border taxes, and green subsidies, so as to reduce the negative impact caused by the externalities upon the environment in which human beings are living, and to further level the play field. Hence, green barrier was set up by developed countries against the importation from developing world. Since 1970s, goods produced by and exported from China to developed countries have been suffering from the restriction of green barrier. The barrier at that time included restrictions against major pesticide residue, such as BHC (benzene hexachloride), and D.D.T. (dichlorodiphenyltrichoroethane). In 1990s, the green barrier against Chinese goods expanded, affecting more product categories. As a result, the exportation quantity of some industries has been declining. The affected industries are petrochemical, mineral, construction materials, paper pulp and paper making, leather and leather products, textile and related printing and dyeing industries, pharmacy, detergent production, chemical fertilizer, grain production, fruit and food, etc. The extensive impact of green barrier on international trade has created a great concern in both academic and business communities. To reduce the impact of green barrier on China's international trade, the author of this paper suggests that a warning mechanism and a quick reaction mechanism be established on the basis of general principles to cope with the crisis. The warning mechanism collects, analyzes, processes the information about domestic and international trade, and sends out alarm before the advent of crisis caused by green barrier; quick reaction mechanism responds to the crisis alarm by eliminating the crisis at its incipient stage or limiting the loss to the minimum. It is of great significance to establish in China the warning mechanism and quick reaction mechanism against green barrier. It will help to minimize the negative influence of green barrier on China's trading activities; it will secure the maximum economic interests of the country and present experience to other areas for reference. The study on green barrier in China has relatively short history and many problems remain in this particular field. Reviewing the early research, the author finds that the previous research findings mainly focus on the description of influence of green barrier on exportation of goods and what countermeasures the government should adopt to address the problem. However, what new measures are promulgated by other countries and what impact are likely to be produced are seldom studied in China. In addition, study on details of the establishment of warning mechanism against green barrier still remains at a preliminary stage. Research also falls short of promptly reacting to the new environmental measures issued by developed countries. Based on the theory of prewarning management and quick reaction, the paper seeks to design a warning mechanism and quick reaction mechanism that serve the national condition of China.
