The Study About Implementation Of Affordable Housing Policy In China

The right of residency is the basic right that everyone should have and the central government should take the corresponding responsibility. In recent years, with the gradual transformation of our government function and the update of service concept, more and more attention is focused on the people' live hood. Having a stable and comfortable home to live is the basic condition for people to survive and develop. However, in recent years, the price of house is more and more expensive, and more and more people cannot afford the high price of house. Facing the high price of house, they have nothing to do but distressed.Moreover, as a large number of migrant workers swarm into cities, to a certain extent, the supply of housing is becoming increasingly scarce. In order to solve the housing problems of low-income groups, our country have issued a series of policy document, these documents showed the central government attaches great importance to the housing problem of the low-income people and the determination to solve the problem of these people. However, the problem we faced with is that some well-meant documents is always deviate their original goals, the execution effect is not satisfactory. We may begin to question:what factors lead to the deviation of the original goals and the reasons that lead to the bad implement effect.This paper is based on these questions. We choose Wu Han as the research object, take the people'housing problems as the research content, and take the executive ability of the local government as the breakthrough point to discuss the reason that why the local government appear executive deviation when implement the policy., then analysis the reason., finally discussed the corresponding solutions.The whole text can be divided into five parts, the concrete contents are as follows:The first part:Introduction part. Mainly introduced the research background and the research significance, the research status at home and abroad, research ideas and research methods, the shortage and innovation of the research.The second part:In this part, mainly introduce the main concept and the related theories. First, the author defined the related concepts, mainly involve public policy, policy implementation and affordable housing. Then, we introduced the theoretical model. From Macro level, micro level and medium level perspective introduced Game theory model. Process theoretical model and System theoretical model.The third part:Mainly introduce the evolution of affordable housing policy in China. In this part, we divide evolution of affordable housing policy in China into two stages. respectively as:The affordable housing policy under planned economic system and the policy under market economy system.The fourth part:In this part, mainly introduced the empirical study of housing policy implementation of Wu Han. This section can also be divided into four parts. Firstly., introduced the policy executive environment that Wu Han surrounded the main departments that implement the policies and their respective responsibilities, the main operation procedure of policy implement. Secondly, summary the achievements:Housing security policy continuous optimization; Housing security system continuously improve; Policy implementation procedures more standardized. Thirdly, analysis the existed problems:Policy lack of rationality; inadequate enforcement of main executive departments; The shortage of policy execution resources; The policy environment constraints. Finally, explain the reasons that lead to these results:Legal system is not sound; Lack of effective supervision; the finance rights and division between governments is not reasonable; Performance appraisal system is not perfect.The fifth part:Mainly introduce the countermeasures of how to facilitate Wu Han to executive affordable housing policy effectively.
