Research On The Problems And Countermeasures In The Implementation Of The Affordable Housing Policy In Dongguan City

Affordable housing is not only a livelihood issue,but also a focus of attention of the whole society.Since the implementation of housing system reform,the government has made great efforts to solve the housing dream of poor families.However,due to the long-term exploration period of China's affordable housing policy from design to promulgation and implementation,the population concentration in urban development is increasing,especially in the first and second-tier urban housing.High prices are hovering,the contradiction between supply and demand of affordable housing is prominent,and the construction and development of affordable housing is a major event before the government.Establishing and improving the policy of guaranteed housing is an important manifestation of clear political direction,stable social situation,social order and sound economic development.The Dongguan government has been actively focusing on the problem of improving the housing difficulties of the low-and middle-income groups.According to the instructions issued by the state,the Dongguan government has implemented various state regulations one after another,as the whole work is still in the initial stage of exploration.There is still a big gap between the implementation effect of the affordable housing policy and the actual needs of low-income groups.This requires the government to rethink the problems in the implementation process.Through literature research,interview,comparative research and Smith model,this thesis is based on the status quo of the implementation of affordable housing policy in Dongguan City.It is found that the following problems exist in the process of implementing the indemnificatory housing policy in Dongguan City:large gap of capital input,slightly exceeded construction quality of some indemnificatory apartment,difficulty of qualification examination and limited supply coverage.The causes of the problems in the implementation of the indemnificatory housing policy in Dongguan are:the defects of the policy itself,the lagging of the construction of the executive organ,the lack of understanding of the policy among the target groups and the obstacles to the policy environment.Finally,from the realization of standardization and scientization of policy making,This paper puts forward some suggestions on how to optimize the implementation of social security housing policy in Dongguan City from the aspects of high executive ability,strengthening communication with target groups and creating a good policy implementation environment.Thus,we can find an effective way to improve the unfavorable implementation of policies,construct a scientific and standard,healthy and orderly management pattern of indemnificatory apartment,and fundamentally achieve the goal of ensuring people,livelihood.
