Research On Reform Of State Council Administrative Organs (1982-2005)

This paper studies the previous reform of administrative organs of the State Council since the reform and opening to the outside world. The reason for choosing this subject, on the one hand, enough related research had not been done by the scholars at home and abroad, most of whom focused on the administrative system of the State Council, even if several books named as "administrative organs", "the State Council" or other words, still study from the perspective of the administrative system. Therefore, the study on administrative organs of the State Council haven't formed a complete administrative system, only scattered in some articles. On the other hand, the reform of administrative organs of the State Council is one of the key points in the previous government reform. Since the reform and opening to the outside world, the reform of administrative organs of the State Council hasn't interrupted, and China has carried out five large-scale reform so far. In fact, rapid changes happened in terms of economic development, social structure and people's lifestyle, which set new requirements on the government structure and the operation mode, and set new challenges to the structrures and management mode of administrative organs of the State Council. Therefore, further study of the reform of administrative organs of the State Council is of great theoretical and practical significance.Recalling the 20 years of the previous reform of administrative organs of the State Council, to say it is accompanied by a failure in making progress in the process should be a more objective evaluation. As every reform of administrative organs of the State Council is concerned, not fully-prepared reform theory, a shortage of reform experience and the environmental restrictions by the time, resulted in the increase of the number of administrative organs and unchanged governmental function with repetition and confusion of the reform goal, content and methods. In other words, the previous reform of administrative organs of the State Council has not yet jumped out of the slimming-expanding "vicious circle" cycle.Through the specific data collection and arrangement of the previous reform of administrative organs of the State Council since the reform and opening to the outside world, and through the analysis and research of the previous reform of administrative organs of the State Council, I found the hidden mystery with the nature and regularity. Therefore, the article in the first chapter, simply introduces the purpose and significance of the research, the reaearch at home and abroad, the research ideas and the framework of the article; in the second, third and four chapters, by theoretical analysis and empirical analysis, political analysis and economic analysis with the historical order of the previous reform of administrative organs of the State Council as the main clues, the article describe the background and main content of the main achievements and the plight of the reasons of the previous reform of administrative organs of the State Council in 1982,1988,1993,1998 and 2003, and explore their similarities and differences through comparative study and analysis, then draw inspiration. On this basis, the author of the article in this fifth chapter gave an overall evaluation and conducted in-depth reflection of these five reform. Finally, the author raised some opinion and suggestion to further deepen the reform of administrative organs of the State Council.
