With the acceleration and further deepening of urbanization, many areas of China launched the "village-to-habitat" project. In the process of the "village-to-habitat" project, community organizations transform from village committee to residents committee. The analysis on the legal protection and deficiency of the transformation led the author reflect on the protection of grassroots self-government.This paper consists of three parts, which are introduction, body and conclusion, and the body is divided into four portions:The first part is the introduction of "village-to-habitat" whcih includes a brief description of the development course of "village-to-habitat" which appeared since the 1980 s, and outlines of the "village-to-habitat" and its features. Also it defines the range of "village-to-habitat" which should be "villages in the city" and city outskirts. It analyzes that the "village-to-habitat" is the inevitable requirement of constantly advancing urbanization, and is a reasonable choice to eliminate status differences of villagers and residents. It introduces the "village-to-habitat" from multiple perspectives of the government, the society, the villagers.The second part is a construction of the theoretical basis. "village-to-habitat" is not only the evolution of identity, but its ultimate goal is to achieve urbanization of villages and rural farmers. If "village-to-habitat" could be effectively promoted and successful completing the transition, the transition from urban-rural dual structure to the urban-rural integration structure will come into reality. This is conducive to boosting the realization of China's new urbanization strategic objectives. Meanwhile, during the "village-to-habitat" transition, community governance structure transforms from villagers autonomy to residents autonomy, which reflects the adjustment of social governance structure.The third part is about the problem of the transformation of community organizations. Through analyzing the legal protection and deficiency during the transformation of community organizations, we will find that in the "Reconstruction" process, it has a basis of the constitution and organization law, but it lacks of norms and guidelines of specific law, and thus there have been some problems. Community organizations did not play the role they should play, and failed to achieve the grassroots autonomous state which the constitution hopes to achieve.The fourth part is the community organization change problems, namely the perfection of the grassroots autonomous organizations. At the same time is also the revelation bring by the transformation of community organizations in the process of "village-to-habitat". Through the analysis in the third part, the author found that there is an insufficient supply of legal norms in protecting the grass-roots autonomy, and therefore proposes to pay attention to the grass-roots self-government core constitutional rights, and to reconstruct the legal system of the country grassroots autonomous organizations which aims to make the organizations return to really realize the constitution's grassroots self-government expectations. Meanwhile, the grassroots autonomous organizations shall be supported by clear responsibilities orientation of government at the grassroots level of autonomy, constructing the modern community organization system, wakening residents' autonomy consciousness, and other measures to ensure the realization of grassroots autonomy.
