Our Country Network Democracy Research

With the rapid development of network technology,the Internet has a greater and greater impact on human social life,making people have more diversified channels to obtain information and various network groups in cyberspace behave unusually actively.Network not only changes the mode in the information communication in China,but also people's daily life and the way of political thinking.By means of changing people's political ideas and behavior,the Internet has an important impact on the political life.On the condition of rapid development of the network economy and network politics,network democracy model emerges as a new type of democratic form.The Internet has become one of the important factors in political development of our country and the development of the Internet has affected and changed the political ecological environment and democratic politics of our country.In the future political life,the Internet will carry more abundant contents and show more political space.In a certain sense it can be said that our country initially develops a network form of democracy and democratic network becomes one of the forms of socialist democracy.As the report of the Sixteenth National Congress of the Communist Party of China states,we should improve democratic institutions,enrich the forms of democracy and expand citizens' orderly participation in politics.The report of the Seventeenth National Congress of the Communist Party of China stresses again that all power of the state belongs to the people and the citizens' orderly participation in politics should be expanded from all levels.The report of the eighteenth National Congress of the Communist Party of China emphasizes that we should work harder to enhance socialist democracy in a systemic normative and procedural way,expand people's orderly participation in governance at all levels and in all fields,and ensure that all governance functions are performed in accordance with the law.We should broaden the scope and channels of such self-governance and enrich its content and forms,with the focus on expanding orderly participation,promoting transparency in information,improving deliberation and consultation on public affairs,and strengthening supervision of the exercise of power to ensure that the people have greater and more tangible democratic rights.We should make the exercise of power more open and standardized,and increase transparency of Party,government,judicial operations and official operations in other fields.We should improve the systems of inquiry,accountability,economic responsibility auditing,resignation and dismissal.We should tighten intra-Party,democratic and legal supervision as well as that through public opinion to ensure that the people oversee the exercise of power and that power is exercised in a transparent manner.Expanding citizens' orderly political participation is the basic requirement to push forward the construction of democratic politics actively and steadily.,network democracy is a kind of active exploration and attempt in the process of.expanding citizens' orderly political participation,perfecting the socialist democratic politics.Network democracy attaches great importance to the political effects of the Internet,and actively guides and make full use of the Internet to work for the construction of a socialist democratic politics,advance socialist democratic politics,which has become the consensus of the Party and the government.At present,our country is in the key period of accelerating the construction of socialist democratic politics,positive impact that the rapid development of network technology has on socialist democratic politics has been fully demonstrated,therefore,research of our country network democracy has special practical significance on speeding up the construction of socialist democratic politics.Network democracy has been booming in China.In the meanwhile,the Central Committee of the party and government attach great importance to paying close attention to the development of network politics and the central leadership has visited Gov.cn and xinhuanet.com,which fully illustrates that the government thinks highly of the Internet and respects public opinion on the network.So we should actively guide public opinion on the network,make it as an important task that we should promote transformation of the government and the democratic political construction and make a contribution to the construction of socialist democracy.Therefore,research on Chinese network democracy has a very direct and practical significance to strengthening the construction of socialist democracy.In this thesis the method of dialectical analysis,case study and literature research are used and the thesis is composed of three parts:The first part:the overview of the cyber democracy in china.This part defines the concept of network democracy,and the features and functions of network democracy systematically,so that we have a comprehensive and intuitive understanding of network democracy theory.On the other hand,by using cyber democracy in China as the research target,the writer mainly explains the rise and the present state of China's network of democracy and provides the condition for systematically studying and analyzing the existing problems and reasons of China's network of democracy.The second part:the problems and reasons existing in China's network democracy.According to the condition of the development of cyber democracy in China,the writer looks carefully for the problems in democratic development of China's network,such as the enlarging digital gap and the serious information differentiation,the citizens ' inadequate rational and the serious entertainment tendency,the weak legal governance and ethics,and the insufficient government's functions in participation and service.In view of the existing problems in the network about politics and culture,the writer makes a profound analysis of the reasons,such as the unbalanced economic development and information literacy,differences in quality education of the citizens,the lack of legal ethics in the network and the lag of government network construction.The third part:the countermeasures to promote the development of China's democratic development network.In order to develop our network of democracy better,aiming at the existing problems,the writer puts forward some effective measures,such as eliminating network digital gap to promote the network democracy and equality of citizens;accelerating the education of the network citizens to promote rationality in network politics;strengthening the legal ethics and governance to promote the network political order;and perfecting the electronic government construction to promote the network democracy.These measures can not only accelerate the development of network democracy but also promote the construction of socialist democratic politics in China.
