Research On Administrative Accountability System

Administrative accountability system was originated from the SARS event which involved of hundreds of officials in 2003.During the last 13 years we have made many achievements, we are satisfied with the development, however the administrative accountability system has been running into bottleneck.This paper was based on the subject, object, scope, procedure, results and relief of the administrative accountability system. From the perspective of theory and practical analysis of the current legislation, with reference to the experience of establishment and mechanism of administrative accountability system, we summed up the dissimilation problems, such as main variant of accountability vulnerable, lack of coordination of local legislation, sleepy accountability throughout the system construction.In order to break the bottleneck of development of administrative accountability, maximize the effectiveness of administrative accountability, strengthen the supervision and management of the government, eliminate public discontent, meet the demands of expansion of discourse, we need to make the consideration under the responsible government and law.This paper proposed the viewpoint of the investigate of the special responsibility and public response. Based on them, the suggestion of improve administrative accountability system and legalization of procedures were summarized.
