China's Community Correction System For Juvenile Offenders Research

Our society is in transition,which the juvenile crime is on the rise.For the suppression of juvenile crime, and to preserve the rights of juvenile offenders is a very important task. In our country the concept of combining punishment with leniency for juvenile offenders insist that education is the first, supplemented by the principle of punishment.Community correction for juvenile offender is in line with juvenile offenders who is not so mature, so community correction for juvenile offender gets more attention than before. The history of community Correction in our country is really short.Relatively the implementation for community correction of juvenile offender is even more inexperienced. While many of our experimental work make a certain progress. In2012 our country promulgated the "Measures for the Implementation of Community Corrections," but there are still many problems specially for community correction of juvenile offender, such that the current legislative system of community correction for juvenile is still imperfect, that correction program relatively is simple, that lack of professional teams and social participation, and community correction of juvenile mix with adult offenders. This paper will analysis Community Corrections of Juvenile deeply,hoping to make a modest contribution to improve the juvenile criminal community correction. I hope community correction for the juvenile offender can develop healthy and make a progress.The first part introduce the status quo of community correction for juvenile offender,including the legal status and the practicing status. It introduces the basic concepts of community correction terms, the legal system, the development process, and the current state of community correction for juvenile offender. The second part is the analysis on the shortcomings and deficiencies of the community correction for juvenile offender,including imperfect legislative and supporting measures, simple community correction program. The third part introduce foreign community correction for juvenileoffender,such as United States, Britain, Japan, which are typical country. The fourth part give some good suggestions to improve community correction for juvenile offender,improving the relevant legislation and supporting measures, from this aspects to demonstrate, such as innovating correction program, the establishment of juvenile offender community correction in the professional ranks and other aspects.
