| Juvenile crime is one of the world's three major public hazard. Judicial treatment for juvenile offenders is a constant new theme. The scientific,developmental community correction to juvenile offenders can achieve rehabilitation and help them return to society effectively. Current community correction to juvenile offenders has the following major problems: lack of attention to the legitimacy of community correction to juvenile offenders; lack of personal dangerousness assessment of the offenders before correction; lack of solutions to ensure the reliability and validity of the interventions in correction; lack of evaluation to the effectiveness of correction interventions; lack of recidivism assessment to the juvenile offenders before release. The key solution is to strengthen the theoretical study of personal dangerousness and use it to promote the community correction,which can prevent misuse of community correction, ensure the correction in the right direction and improve the reliability and validity of the interventions.This paper introduces the related concepts of community correction to juvenile offenders and the theory of personal dangerousness. Then summarize the the achievements and the major problems of the current community correction to juvenile offenders. Nextly demonstrate the legitimacy of community correction to juvenile offenders,using the theory of personal dangerousness. Finnally advocate that promote community correction to juvenile offenders by using the theory of personal dangerousness. Propose to implement the social investigation with the juvenile offenders; make adjudications, apply the appropriate interventions, determine the targets and plans corresponding to the personal dangerousness assessment; advocate to take the recidivism assessment before release. With the combination of theory and practice,the research will play a role in promoting the developoment of community correction to juvenile offenders.
