Since the transgenic tomato started to be planted commercially for the first time in the world, genetically modified organisms(GMOs) have been widely applied to all essential for people daily life, such as agricultural production, chemical industry, and health care. Genetically modified technology is a new way to solve the outstanding issues, such as human diseases food shortage. However, it is likely that GMOs application gives rise to the health and environmental issues due to its side-effect. Some people appeal for GMOs application, whereas others have a negative attitude towards GMOs. It is attributed to the scientific community has difficulty in scientific definition of GMOs safety. Genetically modified technology is still one of the most effective approaches to solve food shortage due to the facts GMOs? economy and high production, and “too many people, scarce land and resources” in China. To date, genetically modified technology have to been used to due to the fact “too many people but few resources” in China. There are defective legal regulations of GMOs in the early period in China, resulting in big trouble in GMOs application. Hence, there is a significant need to legislate GMOs safety to ensure public health and environmental safety, including legislation of legal regulations on raw material, production, processing and sales.In our work, some sophisticated GMOs management systems were assimilated by analysis of GMOs legal regulations, pointed out GMOs? shortcomings in our country and further strived to improve GMOs legal regulations. Complete analysis of GMOs legal regulations was performed by document analysis to provide the best methods about public health and environmental safety. The paper consisted of the following five parts:Part one, introduction of GMOs and necessity of GMOs legislation was carried out. Specifically, some concepts related to GMOs were compared and the scopes of these concepts were determined in clear. The necessity of GMOs legal regulation was analyzed and discussed, including the production and economy of GMOs and their threats to ecological environment and human health.Part two, some important legal regulations related to GMOs were introduced and analyzed, further had influence on Chinese GMOs. Part three, legal regulations of a few countries and regions were deeply introduced and discussed to improve GMOs legal regulations in China.Part four and five, the GMOs legal regulations legislated and their problems in our country so far were introduced and analyzed, and the feasible countermeasures were further put forward. On basis of actual cases and past experience, we hope that a set of applicable legal regulations of GMOs are developed as soon as possible.
