Study On Community Construction In Humen Town

Contemporary China is changing and developing constantly. Social transformation is not only its significant characteristic but also the driving force for the community construction of contemporary Chinese cities. The step-by-step urban community construction turns out to be the requirement as well as the inevitable outcome of social transformation in China. After reform and opening-up, Chinese economy has witnessed fast growth and constant alterations, and profound changes have happened to various aspects such as people's lifestyle, ideological culture, and code of conducts. Particularly, the rapid urbanization, the explosive growth of immigrant population, the gradual disintegration of public institute system, the investment of Sino-foreign joint-ventures, and the influx of western culture have raised new questions and requirements for social administration innovations. For community which constitutes the basic element of a society, it is important and urgent to cement the studies and explorations on community construction.China is now facing the important period of strategic opportunity that needs to complete the building of a moderately prosperous society in all respects and deepen reform and opening-up in an all-around way. The report of the 18 th National Congress proposes "strengthening social development by improving the people's wellbeing and making innovations in management". The Third Plenary Session of the 11 th Central Committee points out "the overall objective of deepening reform and opening up in an all-around way is to improve and develop the major social systems with Chinese characteristics as well as to facilitate the modernization of national governance system and capacity". Besides, the Third Plenary Session of the 11 th Central Committee has also set the goal concerning social governance innovations. Grass-roots community is not only the centre but also the difficulty and innovation of strengthening social construction.As the front line of reform and opening up, Humen Town is experiencing the important period of strategic opportunity which needs to build a moderately prosperous society, the transformation period of socioeconomic development as well as the protruding period of contradictions. As a result, Humen is facing heavy and difficult social administration tasks. In this case, if Humen does not make innovations in social governance and explores the targeted new modes, thoughts and approaches for community construction according to local condition in a positive manner, there will be great difficulties in helping people to live in prosperity and contentment, and achieving social harmony and stability. In this way, it will be difficult to inspire the initiative and creativity of all social forces to quicken social development. In the face of the increasingly striking deficiencies such as the poor monitoring function of governance structure in community construction, simple economic patterns, low bearing capacity, poor self-governance of the mass, and the insufficient implementation of self-services, it is an urgent task to make innovations in community construction.Based on the idea of question raising, analyzing and solving, this paper performs a study by means of literature survey, comparative analysis and case study. After introducing the current situation of community construction promotion in Humen Town, this paper gives a review of its reform process and then elaborates its major methods and effects. By way of symposium, field visit, and literature review, this paper carries out an investigation into 30 communities in this town and makes a comparative analysis on community management fees, indicators of collective economy and population information, thus discovering the problems and defects in community management process. On this basis, this paper sums up practice experience and reflects on the problems that Humen Town encounters in the promotion of community construction to propose opinions and suggestions on reform according to domestic research theories and thoughts. All these efforts are an attempt to provide not only the theoretical and practical experience for the community construction in Humen but also the practical and feasible approaches and methods for the community construction in Humen and even Dongguan. It is hoped that such efforts can further enrich social community construction theories to benefit the development of community development as well as the building of social governance system and capacity in China.
