With the process of community building in China, significant changes have taken place in community management system. A large number of social management affairs and public service programmes are being taken over by communities. More and more public functions that used to be catered by the government have been undertaken by the society. As a typical form of self-governing organization, community social groups are playing a greater role in community building.In practice, however, under the impact of various factors such as the environment, policy, economy and social development, community social groups get started relatively late, develop in an unbalanced way and haven't been adapted to the needs of community building and management. The upcoming topics and problems require further exploration and research. Under the background mentioned above, how to assist social organizations in the community to take a better part in community building so as to realize the pluralism of participation in community management has become demanding and practical.This paper took a closer look on the current situation and problems of community social groups in the process of community building in Yangzhou by reading relevant literature, learning from the experience of advanced regions and utilizing previous research results and data in order to analyze the means by which community social groups participate in community building, their own development mechanisms and restriction factors so as to come up with theoretical basis and practical instructions of a healthy and more prosperous development of harmonious community building.From the perspection of the construction of basic-level social administration system, this paper analyzed the functions and orientations of community social groups involved in community building and suggested that as an indispensable part of community management system, community social groups are becoming increasingly important in promoting the cohesion and integration of residents, establishing a better self-governing role and catering to the needs of the residents. Community social groups not only serve as a significant participant of community building, but also an important subject. As a result, it's necessary to recognize and promote the development of community social groups and respect the vital importance of residents in community building at the same time of maintaining the significance of community groups in community administration. Thus, the community would become motivated participating in community building and the conversion of social administrating subject from monism to pluralism would be realized.As a conclusion, this paper revealed some restrictive factors of community social groups participating in community building, such as underestimation of the development of community social groups, lack of consciousness of democracy and self-governing ability of community residents, the unsoundness of community management system, low level of development of community social groups. In order to realize a healthy and sustained development of community social groups and utilize it as a driving force of community building, it's necessary to properly handle the relationship between government and community, government and community social groups and community social groups and the residents as well so as to get well oriented and provide assistance. More specifically, we need to further promote people's understanding of community social groups and a more balanced development of it. Enhancing the building of community social groups and a better established government support system are also needed for the scientific development and effective management of community social groups.
