A Research Of The Cooperation Between Government And Social Organizations In China's Public Crisis Management

In recent years,frequent public crisis incidents in our country have brought losses to citizens' lives and property,and have also caused great damage to the normal and orderly development of social life,which has seriously hampered the stability of the society and sustained economic development.Therefore,reasonable and effective governance of public crisis events becomes an inevitable requirement.Faced with the frequent occurrence of public crisis incidents,on the one hand,the government plays a leading role in crisis management by virtue of its strong capabilities.However,public crisis events have the characteristics of abruptness,destructiveness,and wide-reaching characteristics.It is impossible to rely on a single entity,the government,for effective management.On the other hand,social organizations continue to flourish and release vitality.In recent years,they have played a positive role that can not be ignored in all major public crisis events of our country.Therefore,in this context,the government and social organizations cooperate to govern public crisis incidents become an inevitable choice.At the current stage,in the management of public crises,the government and the social organizations should better cooperate and solve the problems encountered in the cooperation so as to ensure the effective cooperation and improve the ability to cope with crises.This has gradually become the focus of academic research.Based on this,this paper is based on the “Research on the Cooperation between Government and Social Organizations in Public Crisis Management in China”.Based on past scholars' research,it uses government failure theory,volunteer failure theory,civil society theory and cooperative governance theory.As the theoretical cornerstone,the theoretical analysis elaborated the theoretical basis for the government and social organizations to cope with public crisis incidents.Then,using the literature research method,summing up the comparison method and the case study method,it pointed out the problems and causes encountered in the cooperation between the government and the social organizations in the current stage of public crisis management in China,and deeply understood the current state of cooperation between the government and social organizations in China.Afterwards,it analyzed the experiences of foreign governments of Japan and the United States in cooperating with social organizations in the management of public crises,and took this as a guide to explain the enlightenment to our country.In order to find a solution to the situation of China's national conditions,the government and social organizations in the management of public crisis measures.Articles from the unequal status of cooperation;lack of breadth and depth of cooperation content;poor communication between partners;lack of coordination;lack of social recognition of cooperation in several aspects of in-depth analysis of China's current public crisis management cooperation between the government and social organizations Problems faced in the process.From the government level,social organization level and related system assurance level,the causes of the problems are analyzed: the deviation of the all-powerful government concept;the social organization's own ability is insufficient,which affects the ability of cooperation;cooperation lacks good communication and coordination mechanisms;cooperation lacks institutional guarantees;the lack of cooperation in the social culture leads to a lack of social recognition in cooperation.Finally,in order to solve the problems existing in the cooperation between the government and social organizations in the management of public crisis in China,combined with the analysis of relevant reasons,and by drawing on the experiences of other countries,the main body of cooperation,the channels for cooperation and communication,the mechanism of cooperation,and the culture of cooperation In terms of shaping,the government and social organizations in China have proposed relevant countermeasures for cooperation in the management of public crisis.The specific approach is: the government must change its concepts and strengthen the sense of cooperation;social organizations must strengthen their own construction and strengthen their cooperation capabilities;establish a cooperative communication and coordination mechanism to ensure that cooperation proceeds in an orderly manner;establish an institutionalized cooperation guarantee mechanism and maintain a cooperative environment;Mobilization collaborative forces and shape the social culture of cooperation.
