The Research On Government Coordination Of Poverty Alleviation In Hubei's Concentrated Destitute Areas

With the promulgation of the "China's rural poverty alleviation and development program(2011-2020)" in 2011,14 concentrated destitute areas are determined as the crucial battleground for poverty alleviation in our country in the future,"Concentrated destitute areas" is regarded as the new object after "Poor counties","Poor villages","Poor households".In order to ensure the implementation of the grand goal to build a well-off society in an all-round way in 2020,to solve the poverty alleviation problem of the concentrated destitute areas becomes the urgent matter.The commonality of infrastructure construction,the unbalance of the distribution of natural resources,and the inefficiency of "solo poverty alleviation" require the government cooperation.Exploring the question of government coordination in poverty alleviation of Hubei's concentrated destitute areas is a good advantageous to deeply analyze and solve the problem of poverty alleviation in Hubei,to promote the economic development of Hubei Province,and to promote the strategic functions of Hubei Province in "rise of central China""One Belt And One Road""the Yangtze River Economic Belt".This research is regarded the government coordination as the perspective,regarded concentrated destitute areas in Hubei province as the object.Firstly,it uses the method of documentary and interview method to combine research results which is about the government cooperation for poverty alleviationat home and abroad in detail,and the data of the current government cooperation in poverty alleviation of Hubei's concentrated destitute areas.Then it uses the inductive method and the empirical approach to deeply analyse the actual situations of government cooperation in poverty alleviation of Hubei 's concentrated destitute areas,to summarize four problems about the government cooperation in poverty alleviation of Hubei's concentrated destitute areas including the shortage of cooperation motive,the weak pertinence of the collaborative policies,the unsound function of the collaborative organizations,the lack of the profit-driven in collaborative projects at present.Finally,on the basis of relevant experience at home and abroad,this article puts forward four suggestions including building the dynamic system of government coordination in poverty alleviation,improving the pertinency of the government coordination policy for poverty alleviation,strengthening the government's interest integration,hoping that it will provide more theoretical and practical reference for the government cooperation in poverty alleviation of concentrated destitute areas.This study argues that the government cooperation in poverty alleviation of concentrated destitute areas shall be a trend in the future,but now it is still faced with certain problems.When the macroscopic law,policy and system is to specialize and improve,the micro cooperative organization is to normalize,the scattered project cooperation is to promote effectively,the integrated idea will have a solid material basis for poverty alleviation,the efficiency and effectiveness of poverty alleviation will be greatly enhanced.
