With the development of New Public Administration Movement,The government performance management has been put on the agenda by the government,and the concept of enterprise performance management has been applied to government departments.As an important part of government performance management,Government performance evaluation played an important role in it,and it is also an important step of government performance management.As an important way to evaluate enterprise performance,The Balanced Scorecard has been widely used to promote the enterprise performance.Kaplan and Norton applied the Balanced Scorecard theory system to the public sector,so recently a lot of government use the Balanced Scorecard to evaluate government performance.In this paper,take the government performance evaluation of P City for an example,coming up with some problems of the government performance evaluation,including performance evaluation can't operate fluently,excessive pursuit of performance evaluation,the process of performance evaluation is complex,performance evaluation index reported difficultly.Based on the problems of government performance evaluation.In the course of,to further understand the reasons through the analysis of the Balanced Scorecard to cause problems in performance evaluation in P City,including the public participation in the performance evaluation in a low degree,the financial dimension in the performance evaluation system is larger than other dimension,the major government departments within the organization process is not smooth,the learning and development of the civil servant is difficult to evaluate.This further conforms to the theoretical system of Balanced Score Card,BSC request to the public to participate the government performance evaluation widely,to balance the relationship between economic indicators and other indicators,the government should optimize the internal organizational processes,and strengthen the construction of learning government.In the analysis and guidance of the Balanced Score Card theory,evaluation indexes of P City performance will be improved to a certain extent,and I also provided some suggestions for the current government performance evaluation.
