Prison authorities is an important component of the government department.Zhou yongkang has pointed out that:"we have to set recidivism rate as the chief standard that measuring the work of guard", this undoubtedly put forward higher request for education and transformation work of prision, it is imperative to improve performance. However, at present in practice of our country’s jail, it have not formed a set of authoritative, targeted performance assessment system, and theory research also seldom involves. Therefore, discussing how to construct a set of suitable performance evaluation system for prison authorities. push forward the achievement of the chief standard, and the standardization management become a realistic and pressing demands of prison authorities.This paper discussed performance management, the balanced scorecard and so on related concepts, firstly.and introduced the quality, task and setting, structure of prison, and then analysis the applicability when balanced scorecard used in the public sector, in which demonstrates its also applies to prison performance evaluationn in thoery. Then in combination with the characteristics and actual situationof the prison authorities.construct performance evaluation index system.Finally, the performance evaluation system used in a prison authorities in some province, through the questionnaire survey to clear the mission of the prison,and analyze the problems of its existing performance evaluation system.Through the case analysis verify the balanced score card’s value of application in prison performance evaluation.
