| With the accelerating of urbanization process, sub-district offices as connection "bridge" between the government and the public was asked to take on more responsibilities of social management. Sub-district services in the area of the public and the enterprises, directly responsible for the area of politics and administration, economic development, social management and public service aspects of work. Sub-district on behalf of the government to exercise the function of serving the people. Therefore, assessing the performance of sub-district office is the basic work to evaluate the grass-roots government public service ability and level. This paper’s main problem is how to build a reasonable performance evaluation index system and through the measurement and evaluation of the sub-district office services and management performance problems to put forward suggestions for improvement.In this paper, firstly, sub-district office performance evaluation index system and the comprehensive evaluation index model is constructed on the basis of home and abroad related sub-district office performance theory and practice literature research, from the sub-district office functions, guided by the demands of the social public, using the questionnaire survey, expert evaluation and membership degree analysis method of index selection.The index system consists of 4 secondary indexes, including economic development, community service, community public security and the environment, and Sub-district office building, 15 three-level and 46 four-level indicators. This paper through the questionnaire to collect the related parameters of 14 relevant experts to judge the importance of data, using group AHP method to calculate the weight coefficient of various performance indicators. Then taking Jinan LS sub-district office as a example, this paper measured the LS sub-district office for two consecutive years of performance index and comprehensive index, using the comprehensive evaluation index of the constructed model and the data collected from 2013 to 2015. At last, we found the LS sub-district office problems in their service and performance management and by comparing the result of the performance evaluation analysis and put forward improving the LS sub-district office performance management level of countermeasures and suggestions.The worth pointing out is, this paper proposed the sub-district office performance evaluation index system and comprehensive index model are on the basis of reading relevant literature and field research analysis and empirical research, which has certaininnovation, also has important guiding significance in improving the local street agency performance management level. But the chinese society is so vast, transient, sub-district office as the most basic government social management unit has a complex and extensive development prospects of realistic foundation and change. When using this article research results, we need evaluate the completeness of verification of the relevant index system. |
