The Case Study Of E-government Website Construction In Chengdu Hi-tech Zone

With China deepening the reform,to create a service-oriented government has been deeply rooted.At present,the rapid development of information technology,the continuous penetration of mobile Internet,e-government technical means are constantly evolving;civic awareness and people’s demand for government services become high and large.In the historical period as the main carrier of e-government,the government website ushered in a new challenge.According to the census of the first national government website in 2015,although the overall quality of our government website was good,but a number of more than 90% of the grassroots government website had more questions,such as a lot of updates are not timely,the content is not comprehensive,the service is not practical and so on.There are mainly three questions: the mismatch of government services,the black holes of cost,the instability of quality.How to solve these problems? From the essence of e-government,its goal is to pursue a more effective government governance,and through the government website to achieve it.From what path to achieve this improvement,what method to maintain it,how to measure it,these are government website should solve.According to the theory of new public management,the overall governance theory and the life cycle theory,this paper puts forward the improved path,method and measure based on the concrete practice of Chengdu Hi-tech Zone,and answer the questions of how to implement and maintain the basic government website And evaluate this governance improvement.This paper introduces the historical background of the Chengdu Hi-tech Zone,which is located in the western region and have got a lot of honors in the national new districts.It introduces the general idea and course of the construction of the administrative website of Chengdu Hi-tech Zone,and analyzes results of the site construction from the three aspects of planning,management system and performance evaluation.The accurate planning is the resource guarantee of the government website.The "three sets" management system which covers the information,resources and business knowledge is the low cost operation guarantee of the government website.The compound performance evaluation system is the quality guarantee of the government website.Finally,the conclusion: the services which are provided by grass-roots government website are lack of external performance of the various quality problems,and it is due to "supply mismatch".Grass-roots government website must consider the information,resources,systems and other constraints,with more realistic rather than perfect the concept of project promotion.Grass-roots government website target assessment should be a normalized,balanced process.Relying on the crisis or assault on the grassroots government website to assess is not appropriate.This paper breaks down the general situation and looks at the phenomenon of the phenomenon,put forward a new research idea for the grassroots area and provide valuable theoretical guidance and practical experience.
