Research On The Government Supervision Of Chinese Citizens' Network Political Participation

During the past several years,with the widely use of internet and democratization development,the network has gradually used as the main route for citizens to participate political affairs.Participating in political affairs through internet(PPAI)is a more directly,open,convenient and interaction,which not only greatly enhance the ability of citizens to participate the political issue,but also promote the democratization development of China.But as the present network platform lack of supervise,the citizenship still need to be improved and the society environment lack of regulation,network political participation always appears these negative situation,such as complicated aim,extremely participation method and low quality result.In that case,the government enhance supervise to the Network political participation to solve these issues.At present,China Government regulate the Network political participation mainly according to these laws such as <<People's Republic of China network security law>>,these laws roughly defined the main responsibility of these regulation include government,police station,network information security office,News Press and Publish department and industry and business bureau et.,al;The main function of regulation include: acess permission of network supplier,network participant identity confirmation et.,al;The main function of regulation include: Supervision by public opinion,reasonable guidance,punish illegal activities et.al.Beside,the law also regulate these punishment to these illegal activities during political affairs through internet(PPAI).Although the government has start to supervise the Participating in political affairs through internet(PPAI),and the related law is also created,but as the internet political of China is not mature enough,the government regulate is still on exploring.There still exist several issue s in recent government regulate,such as government function definition is not accurate enough,the regulation and law is not completed,the internet technology is not in place,regulation boundary is not standardized et.,al.Focused on these issues mentioned above,this article taken the experience from foreign countries on government regulate,combined the present situation of China internetparticipation and give these proposals: Clarify the government function,Positioning the role of government;Improve legal system,provide legal basis;Enhance the supervise technology,provide technology guarantee;Improve and perfect the regulation scale,and define the regulation scope.
