In the past 20 years,with the deepening of economic globalization,all kinds of opportunitieshave been brought for governments,at the same time,challenges for them are great.As a result of the government's increasingly important positionin economic and social development of the country,the government's own credibility and execution is directly related to the well-being of millions of people.The government's aim is to provide public services for society which cannotbe providedby the private sector,and civil servants is the core of human resources in government departments,so they are the ultimate enforcer of government policy and power,yet their performance is directly related to departments,regions and the efficiency of the whole country.Around in the practice of performance appraisal,the Nanchang city industrial and commercial bureau improves itself from four important aspects of examination system(content,process,subject,the results using)with informationization system,ultimately,achieving the goal of ascension performance appraisal fairness,which brings a wisp of spring breeze for rigid civil servant performance appraisal system in our country.Nanchang city industrial and commercial bureau has achieved great success,at the same time,causing a big stir in the national industrial and commercial system,and as a typical case was initiated by the national administration for industry and commerce and promotion to the nation,who follows the practice of Nanchang city industrial and commercial bureau,and have achieved good results.This paper which combines a fairness theory and performance evaluation theory attempts to research the Nanchang administration for industry and commerce civil servants performance evaluation model,and performanceevaluation fairness improvement in Nanchang Industrial and Commercial bureau case is analyzed in four aspects: the performance evaluation process fairness,the content fairness,the subject fairness and results fairness.Analyzingthe key factors and steps to improve the civil servant performance evaluationinNanchang Industrial and Commercial bureau,And learning the success experience to extract from Nanchang Industrial and Commercial bureau to promote the core elements of civil servant performance appraisal fairness,based on taking on responsibilities in the field of civil servant performance appraisal,wise practices worth scholars from refined theory value and practice value,in order to other local governments in China in performance appraisal to improve progress provides the beneficial exploration in the future,Thus to get to a new level for our country civil servant performance appraisal,to realize government function transformation,and to improve the government's credibility and execution of civil servants.Therefore,there are important theoretical and practical significance for reforming and improving the civil servant performance evaluation and government management mode.
