Research On Government 's Response Ability In The Western China Of Smart City Construction

Responding to what the public is concerned with is the basic value and attributes that the government as a public power exerciser should have.With the social and economic development,the pattern of social interests in China has undergone tremendous changes,people's interests have become increasingly diversified and political participation has been expanding;However,Chinese national governance system is still largely subject to the constraints of old system,and it's not suited to the process of modernization and development.All parties have concerned about the contradiction between increasingly diversified and strong public interest demands and low-level government response capability.How to improve the government response capability and build a "responsive government" has become a subject that must be studied to deepen the reform and improve the state governance system.In recent years,the wave of smart city construction has been swept from abroad to the domestic,smart city construction has not only solved the problem of urban development,and brought new opportunities to achieve sustainable development of the city,but also has promoted the innovation of government management thinking,methods and mechanisms to a large extent,making the government to improve the efficiency of response to improve the government to provide a way to respond,making the government to improve the efficiency of response and provide a way to improve the government response capability.At the same time,the smart city construction,especially the new features which are brought by smart city construction into the 2.0 stage under the circumstance of Internet + background,has made public participation in government management more convenient,the public response to the government more calls,the government and the public to further shorten the distance,and made the government response face more challenges.China's western region has been on a low level of social and economic development over a long period of time,and its management ideas and methods are also lagging behind the developed areas of the East China,and ethnic factors,cultural factors,resource factors and other factors in the region make the problems or possible problems in the socio-economic development arise more and more complex.Meanwhile,the complex interests of the demands also make more challenges to the regional government response.This paper starts from the government response capability,taking the smart city construction in Internet+ as an entry point.In view of the construction of smart city 2.0in the western region,the paper comprehensively used the new public service theory,public governance theory,citizen participation theory and Habermas communication theory,and analyzed the present situation,the predicament and the cause of the government's response capability in the construction of the smart city in the western region,then put forward the measures to improve the government's ability to respond in the western region.The topic of this study is in line with the needs of the society,aiming at promoting the government response capability in the western region,to promote the deepening of the pace of reform and improve the national governance system in order to enhance the national "system of soft power".This paper is written in six chapters.In the first chapter,the background and significance of this paper are introduced,and the domestic and international views on the construction of smart city and the government response capability are analyzed.The second chapter clarifies the key concepts of this paper and clarifies the theoretical basis by discussing the guiding concepts of "New Public Service Theory","Public Governance Theory","Citizen Participation Theory" and "Habermas Communication Theory".The third and the fourth chapters are the core of this paper,analyzing the government response capability in the smart city construction under the background of Internet + in the western region from the theoretical and practical aspects.The third chapter analyzes the new features brought by the Internet + and the smart city construction to the public participation and the public management.Secondly,it analyzes the relationship between the construction of the smart city and the government response capability in the western region from the necessity and necessity.The fourth chapter analyzes the government's response to the construction of the smart city in the western region from the three aspects of the current situation,predicament and the reasons for the difficulties.On the basis of the above contents,the fifth chapter puts forward some measures to improve the government's ability to respond in the western region.The last chapter is a summary of the full text and puts forward the prospect.This paper argues that improving the government's ability to respond in the western region needs to follow the principles of science,namely,the principle of citizenship,the principle of institutionalization,the principle of responsible government,the principle of the rule of law and the principle of co-governance,and strengthening the response consciousness,improving the response mechanism and standardizing the citizens' participation in the environment are also should be needed.
