Research On The Influencing Factors Of The Government Network Response Capability Under TOE Framework

From the government Internet project in the 1990 s to the construction of digital government today,the development of emerging technologies has continuously promoted the transformation of government governance models and public service methods.With the government’s increasingly mature operation and use of information technology and the release of relevant policy documents from the central and local governments,the construction of Internet government services has made considerable progress,and as a key part of the government network response,it has also been improved.Fast development.At the same time,it should be noted that problems such as insufficient government response motivation,formalized response,and regional capacity differentiation still exist.Analyzing the influencing factors of local government network response can not only enhance the democratic and scientific nature of public decision-making,enhance the government’s credibility,but also enhance citizens’ awareness of participation in politics and cultivate their capability to participate in politics.Therefore,discussing how to better promote the building of local government network response capacity is not only a concentrated demonstration of the construction of Internet government services,but also a proper meaning of the construction of a service-oriented government and a responsible government in China.At the level of theoretical discussion,taking the local government network response capability as the research object,digging deep into the connotation,development background and core characteristics of related concepts,clarifying the research questions of this article.The government’s network response behavior motivation is very complicated.This article uses the TOE framework to explore the possible factors affecting the government’s network response capacity from the three dimensions of technology,organization,and environment,and sorts out the relevant views and theoretical applications of resource dependence theory,institutional theory,and innovation diffusion theory.As a result,a model of the factors affecting the response capacity of my country’s local government network has been initially constructed,which has laid a solid foundation for the following empirical research and countermeasure suggestions in this article.At the level of empirical discussion,based on the TOE framework,select the information level and human resources from the technical dimension,select its own requirements,financial resources,institutional culture from the organizational dimension,and select 8 factors such as public demand,superior pressure,and intergovernmental competition from the environmental level.Core variables,put forward relevant research hypotheses.Taking my country’s prefecture-level administrative regions as the research object,using SPSS data analysis software to empirically test the research hypothesis of this article,it is concluded that technical factors,organizational factors,and environmental factors affect the capability of local government networks to respond.Technical conditions are the basic supporting force.,Organizational conditions are an important guarantee force,and environmental conditions are the key driving force.In the national overall regression verification,the level of informatization,its own requirements,financial resources,public needs,and higher-level pressure have a significant impact on the response capacity of the government network.In the subregional regression verification,different influencing factors have a significant impact on the response capacity of the inter-regional government network.The role has certain differences.At the level of countermeasures and suggestions,based on the difference between the overall regression results of the country and the eastern,central,and western regions,targeted countermeasures and suggestions are put forward on how to effectively improve the response capacity of the local government network.Specifically,at the technical level,we should focus on improving the level of network infrastructure construction and the government’s technical management capabilities;at the organizational level,we should increase the level of government’s attention and scientifically allocate related resources;at the environmental level,we should cultivate citizens’ ability to participate in politics through the Internet,and improve the province coordination efforts.
