At present,China is in the stage of accelerated development of industrialization,the demand for construction land gradually expanded,but China has not yet formed a complete collective land market,so the acquisition of land has become the incremental construction land mainly rely on. From 2001 to 2010,the country needs to arrange 18.5 million mu of arable land for non-agricultural construction,most of which need to be collected for collective land. According to the estimation of per capital arable land per capital,nearly 12 million land-requisitioned farmers will be resettled.At the same time,China is a traditional agricultural country,agriculture is the fundamental and lifeblood of national economic and social development,the rational use of cultivated land resources in our country is related to the fundamental problem of life and death of all nationals. Land as the most important means of production to maintain the existence and development of agricultural society, will inevitably lead to a series of related legal problems in the course of being expropriated. The facts show that compensation for land requisition is not only an economic issue, but also a political issue. In the framework of the current land compensation system, the scope of compensation for land acquisition is narrow, he compensation standard is low, and farmers have no right to bargain for land acquisition.
