Alone with the arrival of ‘Internet plus' era,the electronic government will undoubtedly become the essential stage where the public can obtain public service and participate in the administration and discussion of state affairs in the future.As the service terminal of electronic government,the government website is not only the window to provide information and service to the public,but also the key platform where government and the public communicate and interact with each other.Therefore,‘how to construct the government website' becomes the core problem during the construction process of electronic government.In the beginning,there were a lot of shortcomings in government websites established by our country.For example,the public wants to obtain the information released by the government through the websites,but the information is not often updated in time.Also the public hopes to consult the government through the websites.Nevertheless,the government is often unable to respond in a timely manner.As there are a lot of problems as described above,thus this situation creates a large number of "zombie sites".In March 2015,a number of issues were found in the government websites census,and many problems have been improved through vigorous screening,but there are still many aspects remain to be improved perfectly.The depressed state in serval fields such as utilization rate,service level,online service program,website convenience and practicability,product orientation are common issues in numbers of government websites that needs to be improved urgently.And even worse,a few websites are still found in a ‘sleep mode' or ‘zombie mode' which is not available at all.Up till now,the research related to the government website has focused on the initial adoption filed rather than the continuance usage behavior,which has led to the research perspective being limited to the theoretical framework of information technology adoption.In fact,instead of being decided by the initial adoption of the public,the success of a government website is mainly determined by the continuance usage intention of the public.Based on that,this research is aimed at seeking out the influence factors that are able to determine continuance usage intention of the public,afterwards,to increase government websites' continuance usage intention of the public by enhancing those factors.In terms of literature analysis,a mass of related research and articles have been reviewed and summarized.Referring to some classic theories such as TAM,D&M model and Expectation-Confirmation Theory,using ECM-ISC model as the theoretical basis and combined with the practical status of the government website,this research introduces four influence factors,they are ‘perceived usefulness',‘trust',‘service quality' and ‘network externality' to construct the theoretical analysis model of the public's continuance usage intention of government websites,which is aimed at finding out the internal logic between the public and the continuance usage intention of the government website to cover the shortage of the research in this filed.In terms of the empirical study,by analyzing the questionnaire data with SPSS19.0 and conducting the structural equation model(SEM)analysis to the hypothesis model of this study with AMOS20.0,the research results show that perceived usefulness,trust,service quality and network externality have significant and positive influence on the public's continuance usage intention of government websites.
