A Research On The Influence Of Context-Aware Services On Mobile Government Continuance Usage

The electronic government (e-government) is an effective way for the government to strengthen responsibility, update social management, improve work-efficiency, enhance public services, raise service level, and promote openness in government affairs. With the development of mobile communication technology and the popularity of mobile terminal, mobile government (m-government) has become new and hot in the development of traditional e-government. After a few years'development, the construction of m-government in our country has certain achievement. But the acceptance level of m-government by the public is low in reality in spite of the numerous mobile users in our country. As is analyzed, the most important reasons that lead to this result are immature technology, insufficient information, bad service quality and non-security. The problems that how to strengthen the communication between government and citizens through m-government and how to raise the intention of citizens to continuance use m-government deserve to be studied.After the research on the characters of m-government and the theory of acceptance behavior of information systems, this thesis researches on the influence of context-aware service on m-government continuance usage. Context-aware services develop well in recent years because of the development of mobile technology. It can provide personalized service for users based on users'special context through context-aware technology, which makes it popularized. Moreover, users can accept services anytime and anywhere. Ubiquity is one of the characters of m-government too. Implementing m-government with context-aware services will raise service level of government and enhance the agreement by the public. It leads the public continuance usage of m-government.After reviewing the researches of m-government and analyzing basic model of information systems acceptance theory, also summarizing study results of context-aware services by the foreign and domestic scholars, this thesis extracts personalization, context, ubiquity and interactivity as the four main factors, and extending the classic information systems continuance usage model by adding perceived trust, perceived service quality as cognitive variables to build the m-government continuance usage model based on context-aware services and then presents theory hypothesis.Then questionnaire is designed according to the relevant researches and the characters of m-government and the hypothesis to analyze and test the theoretical models. After the reliability and validity test of the data, and the analysis of structural equation model, the empirical study has shown that context and ubiquity affect cognitive variables and ultimately affect m-government continuance usage strongly. They are the main factors of the context-aware services to impact m-government continuance usage.At last, with the theoretical research and empirical result, the recommendations on the construction of m-government are made to give practical significance for this research.
