New Paths To Achieve Scientificity Of Public Policy Under The Background Of Big Data

The quality of public policy is a matter that related to the people’s fortune,the rise and fall of the country and social progress,so study on formulation of public policy is of great significance.Formulation of Chinese scientific policy has been discussed for a long time,but its implementation is less than ideal.The formulation of policy often fall into the trap of experiential decision making,take "Asian Games public transport beneficial policy" as an example;meanwhile it often depends on research,discussion and closing decision,take "Yellow light policy formulation" as an example;The efficiency and effectiveness of responsive policy-making are constantly challenged,take the formulation of "Separate two-child policy " as an example.Policy system is consist of three factors:policy makers’ value,subjects involved in policy-making and the tools for making policy,which answers why,who and how to start public policy activities.The reasons for the scientific deviation of policy are mainly due to the fact that decision-makers often rely on subjective experience and rough statistics;lack of channels for expressing public interest;mechanical response to policy evaluation model.The above causes short-term policy.Big data means that everything can be quantified,all data can be connected,all policies can be simulated.As a new variable,big data brings opportunities to break the public policy decision fence,multi-governance,dynamic and forward-looking are showed as the future trend.To avoid the experiential decision making and to achieve the scientific goal,we must rely on "Data Based Policy Making" to improve policy rationality;To avoid closed policymaking and to achieve scientificity,public data platform must be constructed to ensure the desirability of public policy;To go beyond the responsive decision-making and to achieve the scientific goal,proactive policy must be achieved by using the policy rehearsal model.
