Performance management as the important means for the sustainable development of enterprises and organizations around the world,have been widely concerned.With the development of market economy,many enterprises have Improved their competitiveness by implementing performance management.For the business unit,though,performance management is the "product",for the concept of performance management,use,construction and purpose there is to know the fuzzy and deviation,how to effectively conduct performance management,is to ensure that the institution to achieve organizational goals and the key to the staff own development,and improve work efficiency,important means to promote the healthy and rapid development of economy and society.This paper on the basic principle of performance management,the research background,purpose and significance were summarized,and then in a government of a city management department performance management present situation,for example,from the organization structure,personnel structure,performance management present situation of basic situation,according to performance management in China,common problems are analyzed in detail,through the comparison of commonness and individuality,find out the existing problems and the main causes,on the basis of the design of a complete set of performance management,mainly includes performance planning,performance coaching,performance evaluation,performance feedback and performance results application and interview performance improvement five main link,process optimization and decomposition of these two key objective science,to help design assessment methods and indexes for the fact of the unit,and finally the results of performance and unit worker salary,promotion,adjustment of position,corresponding with the contact.The purpose of this study is to the performance management mode of public institutions to develop in the direction of systematic,procedural and standardized,make it become effective,replicable promotion performance evaluation model.Hope the research results provide a beneficial reference for the reform and development of local train of thought.
