For the management instruments of modern human resource,the core and focus is performance management.It has gain good results in the talent management of enterprises,leading to the completion of objectives for organization and employees.With the advancement of concepts,performance management theory has gradually extended from enterprises to public institutions.So far,the domestic research on the performance management at public institutions has obtained ideal accomplishments,and the specific practices have been conducted.Since the management system of public institutions relies on the government and lacks socialization,such as outdated management concepts,weak foundations for management,undeveloped management system and missing of award and punishment mechanism,this system still needs further exploration and experiment.Its function as promoting the individual and organizational performance hasn’t been achieved.This thesis utilized literature review,case analysis,questionnaire,expert interview,generalization and summarization to review the concepts of performance management,core theories and research results both at home and abroad.The general patterns of performance management at public institutions were analyzed.Based on which,the case analysis was done for the performance management of public institutions.The questionnaire was used to get a better knowledge of the overall situations of performance management at public institutions in Tianjin City.Then,a typical case of performance management at Y School in Tianjin was referred to so as to analyze the background,measures,application,advantages and disadvantages of performance management at school.Besides,the general problems existing in the performance management at public institutions were discovered.Advice for optimization was proposed.For example,a closed circulation system for performance management should be established,including feed forward control,process control and feedback control.Then,the optimized design was made for performance objectives,communication and guidance,evaluation and assessment,performance feedback and application of performance results.The previously existing problems should be avoided.The research conclusions shall be used as reference for the management and development of public institutions.
