| In the age of big data,data become a strong speaker in this society.The large amounts of data government has produced,collected,and related to the economic development and civil public interest,brings us huge energy an value,whether in the field of social health and business field.open government data,which plays an important role in public service,is also an important manifestation of government service function.in the promotion of open government data,it faces many problems.hence,the practice relies on the construction of safeguard mechanism.government at home and abroad have carried out the practice of open government data,Formed the distinctive bright spot,through summarizing,found that government at home and abroad are all in the laws and regulations,the organization mechanism,technology application and data used to protect data open running smoothly,but the particular way is different.Wuhan municipal government in the construction of open data safeguard mechanism has achieved some results,such as releasing a series of laws and regulations setting up the Wuhan government cloud platform,but at the same time also faces some problems:the lack of a national policy environment,The government open culture and citizen consciousness of data are not enough,Wuhan open government data portal is not satisfactory.Therefore,this paper proposes countermeasures to promote the construction of open government data safeguard mechanism in Wuhan:foster open government service concept and civil rights consciousness to strengthen the ideological guarantee;consolidate the legal basis to improve the legal protection;perfect the work mechanism of open data to optimize the organization guarantee;promote the multiple main body participation to stable team protection;establish data open evaluation system to provide feedback;promote the innovation in data application to create power protection;application of modern information technology,to ensure open data for the government. |
