Protecting unattended children has become a pressing matter in China in recent years.One of the most important questions is how to improve the protection mechanism designed for unattended children in China.Following an analysis of relevant researches conducted home and abroad,the present thesis has sought to define unattended children from a theoretical perspective,and has proposed a mechanism,which is based on the theory of disenfranchisement,for protecting unattended children.Questionnaires and statistical analyses have been carried out to map out the needs of the unattended children,and SPSS has been used to help discuss the main elements of those needs.Supplies that governments,relatives-based networks of unattended children and non-governmental social organizations respectively give to unattended children have all been touched upon along with the weak links in those supplies,whereas the causes of the weak links have been delved into.The present thesis has proposed strategies with which to improve the protection mechanism for unattended children in China.Technically speaking,unattended children are not orphans,yet their parents are not able to effectively exercise their right to raise the children.This leads to the fact that unattended children are deprived of their rightto live when it comes to living,their right of freedom when they are raised by relatives,and their right of being treated equally when it comes to institutions offering supplies.It is therefore of vital importance to effectively deal with the issue of deprivation of rights in order to improve the protection mechanism for unattended children in China.Given that fact,the present thesis proposes the following for the design of protection mechanisms for unattended children from the perspective of supply and demand: to objectively uncover the protection needs of the unattended children in the first place;then to map out the current supplies given to unattended children;and lastly to design strategies for protecting unattended children based on the analysis of the supplies and needs.An analysis into the needs of the unattended children shows that they are not living happily,that there is much to be desired in the indirect child-rearing system,and that unattended children have more educational,medical and psychological needs.The analysis into the main elements indicates that unattended children tend to need more love and care,which are perceptible,and it also shows that they also have a need for policy and monetary support from the state and a need for a sense of security and safety.The analysis of the supply side demonstrates that there is more that the governments can do in providing support for the unattended children.There is inadequate attention on unattended children and related policieshave yet to reach far and wide.Inadequacy has also been found in the protection given by relatives of the unattended children,and the example is that children have only basic needs met in their life.The indirect child-rearing system is in need of improvement as grandparents of the children are primarily the ones who take care of the children.Unattended children only have their basic educational needs satisfied and there have been wrong ideas about unattended children receiving education.Basic medical support has been in place for unattended children but the quality is lacking.Psychological issues are prevalent among unattended children,and the psychological needs of the children are ignored.There is much non-governmental social organizations can do to protect the unattended children.The present thesis proposes strategies for improving the protection mechanism for unattended children in China from three angles,namely the formal and informal institutions,relatives-based network of the unattended children and non-governmental social organizations.
