In recent decades,More Steady improved Chinese political system reform and the economic system has made a perplexing puzzle of non-profit organizations development space.Non-profit organization has developed rapidly and played an important role.in the areas of social,economic and cultural,education,health care and others.The rescue non-profit organizations developed rapidly?The rescue work just relying on government power is not enough,It need to mobilize all social forces,the emergence of various types of non-profit relief agencies,effectively improved the ability to respond to all types of emergencies.However,as the effect of non-profit organization's characteristics and China's special national conditions,non-profit organizations still exists many practical questions,such as low operational efficiency,low credibility,dual management,missing information disclosure,the volunteer crisis.Therefore,how to promote the healthy growth of non-profit organizations is becoming the focus of attention.Compared with the flourishing development of non-profit organizations,the there research about the theoretical of performance management is insufficient.Performance evaluation and performance management can promote the efficiency of the enterprises as well the non-profit organizations.The paper based on the research of the non-profit organization performance management in china and abroad,linked with the reality,discussed the necessity and the importance of the performance management of the non-profit organizations,summarized the present situation and problems of non profit organization performance management,finally designed the performance management method and the improvement direction of the performance management.Performance evaluation is the keystone and difficulty of the top priority for the performance management.To demonstrate the study of relevant theories,the paper probe into how to build organizational performance evaluation system which suitable for non-profit organizations and how to promote the healthy development of the non-profit organizations.Finally,this paper relying on key elements theory,balanced Score Card theory and so on to evaluate non-profit organizations of four aspects: service,functions,finance,political,learning and growth,then set the specific evaluation index and weight.To demonstrate this research,this paper use the case of established performance evaluation system of Tianjin XX Rescue group,in view of the problems existed in the performance management of non-profit organization in China,analysis the original data,find the problems existing in the development process of the organization,Proposed many suggestions about non-profit organization performance management,including the innovation of non-profit organization's system of internal and external environment,the establishment of a scientific non-profit organizations performance management capabilities,the improvement of the non-profit organizations information disclosure system and information feedback system and how to promote the healthy development of the organizations.
