In the process of building a socialist harmonious society,non-profit organizations not only play an active role in poverty alleviation, education, employment, environmental protection and other fields ,but also help the government to solve some problem of marginalization which easily to be overlooked. With the improvement of the market economic system and the deepening of the reform and democracy, the rapid development of non-profit organizations become one of the important driving force of social harmony and stability. On the other hand, in the period of social transition, non-profit organizations are facing many challenges such as a mission location , resource management, and social recognition and so on. To improve the performance management level of Non-profit organizations is the needs of China's market economy development and socialist construction. the performance of non-profit organization is an important indicator to verify the performance of a country's level of social welfare undertakings reasonably. Established of non-profit organizations performance evaluation system can not only help non-profit organizations to find the own reasons for the lack of management but also contribute to the community and strengthen the monitoring and inspire of non-profit organizations so that the non-profit organizations can obtain promote sustainable development. While the rapid development of China's non-profit organizations, a number of issues also exposed in its management. This paper attempts to do system research on the theory the performance appraisal of non-profit organizations, start the innovative design from the perspective of the common indicators of performance appraisal, to conduct further study of the system of the model of performance Evaluation of non-profit organizations, proposed"HEC"innovative performance evaluation mode, put forward empirical application by non-profit organizations for performance evaluation policy recommendations.The third part clarifies the status of the Performance evaluation of China's non-profit organization, pointed out the shortcomings of the contents which need to be improved and the feasible methods. through system analysis of non-profit organizations performance evaluation model, Construct an all-round performance evaluation theory Based on the"Human Resources","Effectiveness","Capacity", The "HEC" performance evaluation model for short,to improve the performance assessment of China's non-profit organizations, and note the methods for their usePart 5, by the empirical research analysis of the non-profit scientific institutions in a city, verified the application value of HEC performance evaluation model in practical.To improve the management of non-profit organizations, Performance evaluation is not an end but a means, therefore, in order to improve the level of management of China's non-profit organizations fundamentally, merely establishes a set of evaluation model is not enough, Therefore, in the final chapter, The author given a number of policy recommendations to improve the performance evaluation of non-profit organizations, and described the practical problems of "HEC" which should pay attention to.
