Study On The Supervision Of The Top Leaders In The Rural Areas Under The Background Of The Villagers’ Self-governance

With more than 30 years of practice and exploration,villagers’ self-governance has played a positive role in the construction of a clean grassroots government and the development of grass-roots democracy.However,the presence of ineffective execution of institution,absences of functions of the cadres and other practical problems,result in the right supervision of rural grassroots cadres,especially for the chief leaders.The quality,capacity and work style of the chief leaders,in rural areas,who’s power involves the production and living of a village,directly affects the harmony and stability of rural areas and effective operation of villager autonomy.With the development of our country’s economy,more and more capital investment go into the field of people’s livelihood in the rural areas,which increases the risk of corruption and the absence of ‘top leaders’ authority supervision,prone to‘single-voice’,leading to frequent violations of law and discipline,violate the interests of the masses,has a direct impact on the social stability of the rural areas and the healthy development the villager autonomy.Therefore,it is imperative to strengthen the power supervision of the ‘top leaders’.Through qualitative analysis,case analysis and other methods,combined with the principal-agent theory,this paper makes a comprehensive study on the power supervision of the ‘top leaders’ in rural areas.To start with,the paper introduces,in our country,villager autonomy operation and villager autonomy subject briefly,on the basis of the power supervision of the rural grassroots leaders,and states the status and necessity of the authority supervision of ‘top leaders’,and the impact of lack of supervision.Secondly,the article takes Wuqing District of Tianjin as an example to conduct the case analysis of the power supervision of the ‘top leaders’ in the rural areas.Based on that,this thesis emphasizes on primary issues in power supervision of the rural grassroots leaders.The issues of the head lacking supervision including inadequate laws and regulation,weak system design and executive force,low quality of supervisory objects,lack of supervision consciousness for subject of supervision.Finally,this paper,aiming at existing problems,puts forward the principles,ideas and countermeasures of improving the power supervision of the ‘top leaders’ in rural areas.Strengthening the power supervision of rural grassroots leaders which need lots of efforts in all directions.It is a systematic project which integrates five parts:forming a perfect law and regulation system to strengthen the construction of the leadership team,improving the implementation of the system to standardize the leadership behavior,Strengthening education management to improve the comprehensive quality of cadres,expanding democratic supervision to supervise powers effectively,straightening out the relationship among various aspects to reinforce the power restrict.
