Recruiting outstanding graduates to the grass-roots training exercise is an effective way to accelerate the growth of young cadres,the party and the national selection of outstanding college graduates to the grass-roots work,is of great strategic significance and far-reaching political influence,is to strengthen the construction of grass-roots leadership,an important measure to realize the younger cadres,has an important significance to promote the economic development and social progress.Selected graduates work experience different stages through the rich experience in practice,as a result,the work has deepened.The group size of selected graduates continues to expand,and the recruiting,training and management system of selected graduates continuously develop.In recent years,Changchun attaches great importance to the work of selected graduates,earnestly cultivate management of selected graduates,a batch of selected graduates will hone and increase the ability in the reform and construction of the line and the tough environment,and gradually grow into the grassroots cadres and the city and county Party and government organs backbone.Selected graduates work provides examples for deepening the understanding of the law culture on the leadership,accumulates experience for high-quality cadre troop construction,and has become “the source project”,which is aimed at selecting outstanding young cadres,and optimizing the structure of leadership.However,in the face of increasingly complex environments and tasks,selected graduates work began facing some new problems and challenges,such as,active groups of selected graduates decreases,selected graduates work is just in a general,pay more attention to recruit while ignoring management and give more emphasis to cultivate them while neglecting employ these graduates.This paper analyzes the current situation of students transferring Changchun,and points out four main problems in selected graduates recruiting work of Changchun.Firstly,people cannot get full understand of policies.Secondly,the system is not perfect and it is difficult landing.Thirdly,the selected graduates team structure is not optimized,it is difficult to meet the requirement of the actual work.Fourthly,the selected graduates lose their activities because of the hard conditions.Based on systematical statement of selected graduates recruiting work in Changchun,we deeply analyze different kinds of selected graduates recruiting program,review the methods of the work,and apply the theories of relevant concepts and human resource management in the system of the civil servant to help graduates get full understand of policies.At the same time,the thesis systematically analyzes the recruitment structure and system,and put forward three countermeasures to optimize the selected graduates recruitment work in Changchun.Firstly,we should get full understand of the importance of the work.Secondly,a perfect system should be established,including the management system,the mechanism for the graduates,and the training system.Thirdly,we should have a reasonable recruitment plan in order to improve the treatment,the cultivation system and the structure by scientific standards.
