Studay On The System Of Household Registration Reform In Henan Province

With the rapid development of China's economy and social transformation,to speed up the reform of household registration system has become a common consensus of all sectors of society.In order to comprehensively speed up the reform of the household registration system,in July 2014 the State Council promulgated the "Opinions on Further Promoting the Reform of Household Registration System",and began a new round of household registration reform.Henan Province,closely follow the national policy,in November the same year the introduction of the "People's Government of Henan Province on the deepening of the implementation of the reform of the household registration system," the existing household registration reform in Henan Province."Implementation Opinions" to implement,promote the process of urbanization,industrial structure has been further optimized,people's living and social welfare level has been further improved,Henan Province,household registration system reform forward a big step forward,but still did not take substantive Of the step,but also far from "break the interests of curing barriers."In this paper,from the perspective of government construction,try to use the theory of urbanization and social mobility and social integration theory,Henan Province,the current household registration system to conduct in-depth analysis of the problems,found that "Henan Provincial People's Government on the implementation of deepening the reform of household registration system " And its subsequent introduction of a series of related systems is not perfect,there are local cities lack of stage reform objectives,the lack of maneuverability reform system,lack of attractiveness,residence permit system to be further improved,lack of unity,problem.This paper puts forward some countermeasures and suggestions on the reform of household registration reform system in Henan Province,which is based on the actual situation of Henan province's economic structure and population status.Based on the principle of fairness and equality,it is necessary to urge the local governments to set up the local social development level and Urban comprehensive carrying capacity,scientific development in line with the local social development level and the city's comprehensive carrying capacity,scientific development in line with local real stage goals,tasks and measures.Second,with the household registration of the relevant laws and regulations,economic policies,social security system and so must develop specific implementation details,and to simple and clear,easy to operate at the grassroots level.Third,improve the household registration system of the relevant supporting system to ensure that its new urban environment can be based,to enjoy equal public interest and services.Fourth,improve the implementation of residence permits.Fifth,the establishment of provincial-level co-ordination of the social welfare system,so that in the process of population migration,free flow,to ensure that their rights and interests are not lost.Six is based on the facts,to the law as a fundamental,to ensure that the legitimate rights and interests of migrant workers.
