A Study On The Participation Of Community Service Organizations In Urban Community Multi Governance

The overall goal of deepening the reform is to improve and develop the socialist system with Chinese characteristics,promote the modernization of national governance system and governance capacity.Under the background of this strategy,the innovation of social governance system is put on the important agenda as a part of the national governance system and governance capacity modernization.The core of the social governance system is in the community,and the modern community governance is the governance of the participation of multiple forces.Social organizations play an important role in the innovation of social governance system with its unique professional value and social function.In recent years,more and more social organization into the community,plays an important role in providing professional services,to promote the participation of residents,promote community development,become the transformation of community governance mode and the promotion of innovation of community governance system of major breakthroughs in the field and direction.This is not only the inevitable requirement of social system reform and innovation,but also the inner need of building a harmonious society.This paper focuses on the basic situation of operation and development in Chongqing City,social service organizations,explore the city community multi governance role in value and function,analyzes its operation process and the reality of the situation,thinking of the future direction and strategy.Social service organizations as an important part of the social organization,the basic level of participation in city community multi governance performance in service,which is implemented by the service management,the service includes both direct service practical for community residents,including to change the current situation and policy advocacy.Therefore,the participation of social organizations in the urban community is a typical type of service governance.This article is based on the idea of service-oriented governance,the serviceof social organizations and the government,community residents in the community governance system,so that the service of social organizations "intermediary" role can be reflected.According to the theory of countermeasure investigation,empirical research in logical order,governance theory,social capital theory,the theory of social ecological system as a guide,around the service management idea of the construction of research ideas,showing the social service organizations and government,community residents between the dimensions of interaction: resource acquisition and policy advocacy and promotion participate in and promote autonomy.Through the empirical research on Chongqing City 48 social service organizations,combined with a typical case,analyzing problems of social service organizations to participate in the city community multi governance faces and the reasons,and proposes feasible countermeasures for future development.According to the results of empirical research,it is found that the development of social organizations in Chongqing is still in its infancy,and the concept of service-oriented governance has not yet formed,and its function has not been effectively implemented.In the long run,the development of the social organization of the service is both opportunity and challenge.In the background of social governance innovation,guide social service organizations to participate in the city community multi governance,effective service management function,need to do: establish a new concept of community governance service management,through effective service and policy advocacy to enhance social service organizations to participate in community governance capacity;strengthen their ability and professional to improve the level of service.At the same time,we should increase the support of government policies,improve the social credibility,and provide a good environment for the development of the social organizations of the service.Only if the government,the social organizations and the community residents can realize the positive interaction,can we finally reach the goal of serving the community governance and promote the reform and innovation of community governance system.
