The Research Of Action Strategies Of Social Work Organization Participating In Urban Community Governance

The report of the 19th National Congress of the Communist Party of China proposed to strengthen and innovate the field of social governance,and proposed to establish a social governance structure of building,co-governing and sharing.As a result,community governance,one of the goals of social governance,has received more attention from the academic community.At the same time,with the rapid development of social work institutions and the support of the government's policy system,it provided a space for social workers to participate in urban community governance.This paper used the case study method to study the L Social Work Office of Shanghai as a research object.From the perspective of multi-center governance,mainly using interviews and participatory observation methods,trying to analyze the social worker body to the community governance body-government Strategic choices for community organizations and community residents.The study found that social work organizations had very different strategies for government,community organizations,and community residents,and continued to improve and optimize action choices in the course of action.At the government level,social work had shown obvious dependence on the government because of their dependence on resources,and they have achieved cooperation and autonomy on the basis of interest coupling.At the level of community organization,from the passive cooperation in assisting community construction to identifying the community.Focus on building and reduce collaborative innovation in the work of community organizations;at the level of community residents,from the neglect of the profession to the reconstruction of residents' power and the active participation of residentsStudies had shown that whether it was the government policy at the macro level,the community organization and the social work organization at the meso level,or the independent participation of the community residents at the micro level,it was difficult to achieve the goal of urban community governance by a single force of either party.Co-governance had become an inevitable choice for realizing urban community governance.The social industrial organization,as the main bridge for communication between the three,as one of the main carriers to realize urban community governance,combined collaboration and innovation to form a unique action strategy for social workers,and the choice of this strategy was the interactive evolution of multi-center subjects.The result was the choice of sustainable development of social work institutions and the inevitable result of the gradual change of the external environment.In addition to the positive actions of social work organizations,social work organizations need to continuously improve the effectiveness of participation in community governance.They need the positive actions of the government,community organizations and community residents to promote community governance and achieve the ultimate goal of joint governance and joint construction.
