Research On The Innovation Of Community Governance Mode Under The Background Of The Construction Of The Service Oriented Government

The Sixth Plenary Session of the Eighteenth Central Committee of the Party put forward the idea of sticking to democratic centralism,promoting democracy,being good at concentrating and daring.Adhere to democracy and carry forward democracy must proceed from the fundamental interests of the people,vigorously strengthen the construction of service-oriented government,and continuously improve the ability and strength of serving the masses so that the people can live and work in peace and order.Community as the basic unit of residential life,social management and public services is an important basis for the reform of community governance model bear the brunt of the reform.At present,the social structure of our country is changing rapidly,the community composition is becoming more and more complicated,and the function of the community is more and more.The difficulty of the reform of the community governance mode increases.In the face of such a situation,our government has formulated a great strategy to build a "service-oriented government",whose core idea is people-oriented,which echoes the nature of the work of the community for the people.The service-oriented community is the sum of the community-based community management system constructed by the people-oriented modern governance concept.Therefore,it is very important to study the service-oriented community governance model which serves the residents as the core.This paper firstly described the concept of community governance,the content of community governance and the basic concepts of service-oriented government,analyzed the basic situation of service-oriented government construction,and combed the connection between service-oriented government and community governance model.In view of the current situation in Xinjiang to maintain stability mainly,the community's work center is also gradually to the stability of the tilt,in the process of governance work and stability of the work of the disconnect.The author then obtained the first-hand information in the form of questionnaires and field interviews for community residents and community workers in Tianshan District of Urumqi,and then analyzed the validity of the collected data by statistical analysis and found that there was a community basis in the current community governance,facilities were not perfect,information exchange mechanism was not perfect,stable maintenance work pressure,residents and diversified participation was not high and other issues.Draw lessons from the advanced practice of community governance model at home and abroad,analyzed and summarized the reasons.Finally,from the perspective of service-oriented government,this paper analyzed the current pattern of community governance in Tianshan District,and from the reform of community system,the role of government in community governance,the level of community service in community governance,the participation of residents in community governance,and expanded the scope of community services and other aspects of analysis,proposed to benefit the Urumqi Tianshan District community governance model improvements.
